Job Description
Cardno is currently seeking an experienced Team Leader, with a strong management background, to join our MCA - Zambia Livelihood Restoration Program. This is a fantastic opportunity for someone wanting to join a progressive global organization with a great team culture.
This is a role that will be responsible for leading all aspects of contract performance, providing technical guidance on all tasks under the contract, and managing the LRP team to achieve all objectives and targets by the end of the program, notably ensuring all participating Project-Affected persons (PAPs) have a steady and sustainable source of income again. The Team Leader will lead the strategic planning, including annual work plans, ensure close coordination with MCA-Zambia and program partners, and be responsible for the day-to-day operational oversight and administration of the program.
Responsibilities:
- Lead the LRP team to implement the Livelihoods Restoration Program for identified PAPs;
- Serve as first Point of Contact with the Client on all technical and work planning matters;
- Coordinate with MCA-Zambia and any other entities designated by MCA-Zambia with regard to livelihood restoration-related tasks, and provide mentoring to individuals as needed;
- Plan and design detailed approach for livelihood restoration based on the Livelihood Restoration Plans;
- Execute and conduct training, or coordinate through the use of recognized training institutions;
- Coordinate with MCA-Zambia on communications and outreach, and the grievance redress mechanism;
- Monitor the ongoing livelihood restoration process in accordance with the Work Plan and document the results;
- Manage overall program budget, and ensure compliance with MCA rules and regulations;
- Maintain compliance with Cardno’s policies and procedures with respect to risk management, anti-corruption and –fraud, staff conduct and performance, and health and safety;
- Provide leadership to all project staff and consultants to a high level of professionalism;
- Consult with—and if necessary obtain approval from—the Project Director on any activity that represents a material change in the project; and
- Develop and maintain good relationships with the Client, counterparts, stakeholders and other MCA-Zambia implementing partners.
Qualifications:
- Directly relevant university degree;
- Ten (10) years of experience in livelihood development, enterprise development and mentoring, grievance management, or resettlement;
- Demonstrated program management experience, specifically as Team Leader;
- A cumulative minimum of 5 years’ experience managing teams and projects supporting (peri-) urban livelihoods, and small enterprise start-up;
- Five (5) years of direct experience implementing livelihood restoration plans, related to resettlement action plan (RAP) implementation desired;
- Track record of capacity building and monitoring and evaluation;
- Working experience in southern Africa within the past 5 years, preferably in Zambia; and
- Relevant experience working with MCC or the World Bank Group is a plus.
