The project The Protection of Basic Services (PBS) Project was established in June 2006 by the Government of Ethiopia and international development partners as a new mechanism to support Ethiopia’s progress toward Millennium Development Goal (MDG) targets. The PBS Project aims to ensure that the critical basic services in primary schooling, basic health care, water supply and sanitation, and agricultural extension continue to reach the poor. The PBS-Project is financed by a multi-donor trust fund managed by The World Bank. Component 4 called “Ethiopian Social Accountability Program (ESAP)” is administered by GTZ-International Services (partnering with Centre for Development Consulting/CDC), as a Management Agency. The Management Agency (MA) is guided on policy and strategic directions by a Steering Committee (SC), which is comprised of representatives, in equal proportions, from Government, Civil Society Organizations, and International Development Partners. The PBS Project is a package consisting of four components with the following objectives. Component 1: To protect the delivery of basic services by local administrations. Component 2: To deliver basic health services. Component 3: To improve citizens’ understanding of regional and local public budgets and to make service facilities (health clinics, primary schools, etc) more accountable to the citizens they serve.
GTZ IS is contracted by the World Bank to manage Component 4 (Ethiopian Social Accountability Program): Social Accountability aims to strengthen the use of social accountability approaches by citizens and support civil society organizations as a means to make basic service delivery more effective, efficient, responsive and accountable. The component seeks to (i) enhance the transparency of budget processes (formulation, expenditure) and the capacity of citizens and civil society organizations to engage in these processes (“budget literacy”); (ii) support the piloting of selected approaches to strengthen citizens and civil society organizations voice and downward accountability in the context of decentralized service delivery; and (iii) assess the experience gained under the various initiatives supported in this component, disseminate these lessons, and prepare the scaling-up of effective social accountability approaches.
Your tasks - Managing the grants provided for the civil society organizations implementing pilot projects on social accountability including monitoring and evaluation and reporting to the World Bank and the Steering Committee. - Conducting capacity building measures on social accountability including budget literacy to civil society organizations. - Assessing the experiences gained in the pilot projects, facilitate knowledge exchange and provide the Steering Committee with recommendations for a scaling up of the initiative
Your qualifications You provide a University degree in a significant subject and at least 7 years of experience in governance projects or in initiatives related to social accountability and participation of civil society as well as in project management. You have worked at least 2 years in developing countries preferred in sub-Saharan countries. Experiences in World Bank or EU grant management procedures are an advantage. You have excellent management and communication skills and you are able to work in a sensitive political environment with representatives of government, civil society and donors. Your presentation and reporting skill in English language both written and oral are excellent.
