Project: The purpose of this contract is strengthen the administrative, regulatory and technical competences of the Ministry of Public Works and Transport, the National Railway Authority and the Albanian Railways, the Maritime Administration
The project will contribute to EU integration of Albania by the full alignment with and transposition of the Transport Acquis in Albania.
Position: Team Leader
Tasks:
- Improvement of the legislative and regulatory framework for the transport sector in compliance with EU Acquis;
- Improvement of the MPWT capacity in the road transport sector for implementation of the International European Agreement concerning the Carriage of Dangerous Goods by Road (ADR), Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP);
- Support given on establishment of a single national transport sector accident and incident investigation body;
- Support given for reorganization of the General Directorate of Road Transport Service (GDRTS) with proper staffing, trained and able for implementation of the recently adopted legislation regarding roads transport.

Qualifications and skills:
o Education in transport or related fields. (Masters degree where a university degree has been awarded on completion of five years study in a university or equivalent institution).
General professional experience:
o Preferably 15 years, but as minimum 10 years of professional experience in the transport sector policy;
Specific professional experience:
o Preferably 10 years but as minimum 7 years experience in preparation or implementation of transport policy in EU countries;
o At least one experience in preparation of guidelines and manuals of procedures for transport policy-making or transport legislation during the last 10 years ;
o • At least one experience as team leader in a project for technical assistance in transport sector.
