Job Description

1. About the Project

SEP-II presents a continuation of the Syria Education Programme, a project funded by the U.K. Foreign, Commonwealth and Development Office (FCDO), that provides access to safe, inclusive, and quality learning opportunities to children in Syria, while strengthening education actors to effectively manage education.

SEP-II activities will be focused on Northwest Syria, and are planned to start in May 2023 and last until June 2027. The programme will primarily aim to facilitate access to and improvement of formal primary education, with a focus on literacy and numeracy for girls. The three main pillars of the programme are: (1) Strengthening education management and leadership; (2) enhancing child protection and safeguarding; and (3) improving teaching and learning.

The intented impact is at least 150,000 girls and boys in school per annum, with at least 50% of children being able to read by the end of primary education, as measured by an international reading assessment.

2. Responsibilities of the Team Leader

· Lead in the areas of strategy, management, technical coordination, financial and compliance oversight and program development.

· Develop and execute the programme strategy through a consultative and collaborative process with all the relevant stakeholders, while keeping in mind the priorities based on planned activities and the efficient use of resources.

· Work with educational authorities at the local level to develop sustainable solutions for strengthening resilience, restoring capacity and catalysing recovery from crisis.

· Continuously assess the implementation of the programme, assumptions and changes in the operating environment to ensure that the project’s focus, strategies and activities remain relevant, and recommend changes when required.

· Provide strategic leadership and support to the country team/s through orientations, regular supervision, regular team meetings, learning and reflection events and effectively manage assessment plans and accountability goals.

· Ensure that the project is implemented as per agreed requirements and in compliance with donor regulations.

· Ensure efficient and timely procurement of goods and services is carried out according to the workplan and in compliance with donor’s guidelines and maintain oversight of the project budget and expenses.

3. Qualifications and Skills

· Degree in Education, Social Science, Development Studies, or related field.

· Minimum ten (10) years of relevant work experience with development organizations in the area of education.

· Minimum two (2) assignments managed in the position of Team Leader / Chief of Party / Consortium/Programme Director or similar level.

· Proven track record in program and financial management of large grants/projects.

· Expertise in delivering education in conflict situations; formal and non-formal education systems strengthening; gender transformative programming; measurement of learning outcomes; MHPSS.

· Significant experience in fragile contexts, especially working with children; working knowledge of safeguarding and protection/inclusion issues in humanitarian settings.

· Prior, demonstrated experience in strategic planning, managing diverse teams and coaching and mentoring of staff.

· Previous experience in working in similar humanitarian and/or development contexts preferred.

· Excellent communication and presentation (oral and written) skills in English.

· Ability to work effectively in a dynamic and stressful environment.
