Maxwell Stamp is looking for a Team Leader for a forthcoming contract to manage the final twelve months of the Tax, Audit and Transparency (TAUT) programme, a DFID-funded bilateral technical assistance programme to the Government of Ethiopia.

The Team Leader will lead the TAUT Technical Assistance Facility team responsible for (i) rapid contracting and mobilisation of pre-selected advisors to the GoE, and (ii) the sourcing, recruitment, mobilisation, and active management of experts to deliver specific requirements. The Team Leader will implement the TAUT strategy and final annual work-plan, analyse DFID’s and GoE’s requirements, manage all the operational processes, provide monitoring and quality assurance, and importantly build relationships with the direct counterparts as well as the other TAUT stakeholders. The role requires experience in revenue policy and administration; project management and team leadership skills; analytical and communication skills; and previous experience of working with the Ethiopian Revenue and Customs Authority (ERCA) and / or the Ministry of Finance and Economic Cooperation (MoFEC).

Tasks:
  • Manage the TAUT Technical Assistance Facility team in Addis Ababa;
  • Maintain oversight of all operational processes related to the technical assistance facility;
  • Manage partners and technical assistance providers, jointly with the Project Director and project Manager;
  • Liaise with DFID and the GoE counterparts in relation to the TAUT strategy (log-frame) and annual work-plan;
  • Review the terms of reference for call-down assignments and understand the requirements;
  • Identify and communicate internally the type and level of technical assistance required;
  • Manage and monitor service delivery to ensure technical assistance is used and delivered as envisaged, and that the quality of service is high;
  • Produce quarterly progress reports and annual report for DFID and GoE;
  • Ensure that full financial records are maintained and coordinate the preparation of financial reports to DFID;
  • Build and maintain relations with ERCA, the Prime Minister’s Office Delivery Unit, the MoFEC Tax Policy Directorate, and other TAUT stakeholders.
Qualifications:
  • A Master’s degree in economics or another relevant subject;
  • At least 8 years’ experience in revenue policy and administration;
  • At least 8 years’ experience working in a management role (e.g. technical assistance or capacity development programmes, government’s departments or agencies, consulting firms);
  • At least 3 years’ experience working in Ethiopia;
  • Experience managing and coordinating stakeholders in the context of public sector management reforms;
  • Good relationship management skills and ability to maintain a network of clients and technical assistance providers;
  • Previous experience working on DFID-funded programmes is preferred;
  • Commitment to high quality service delivery and adaptive programme management.
