Job Description

BMB Mott MacDonald and its consortium partners are positioning themselves to tender for the project ‘Technical Assistance to the Integrated and Sustainable Community Development Programme (ISCDP)’ in Egypt. The project is expected to start in the third quarter of 2014 for a period of 42 months.

The overall objective of the TA operation is to contribute to improvement in the quality of shelter and more general enhancement in living conditions for the urban poor, and the creation of employment opportunities for the latter. Although the focus is primarily urban, other spatially disadvantaged communities are not excluded.

The purpose is to contribute to the timely and efficient implementation of the ISCDP by supporting the establishment and operations of a Project Preparation and Implementation Unit embedded within the Social Fund for Development, to oversee the preparation and finalisation of the ISCDP investment programme.

The International Development Division (IDD) of Mott MacDonald operates as three separate sub-divisions within the international development arena, two sub-divisions (IDE and IDB) are based in the Netherlands and the third (IDC) in the UK. International Development BMB (IDB) provides innovative management and supporting services with public and private sector development and social sector development as key business areas, assisting institutions around the world in designing and carrying out comprehensive institutional development projects.

IDD recruits for a wide range of project assignments in the area of International Development. We are involved in more than 90 projects in over 40 countries in Central and Eastern Europe, Africa, Asia and the Middle East. We work for international funding institutions such as the EU, World Bank, DFID and African and Asian Development Bank. We continuously tender for new projects and are frequently looking for additional/replacement staff on existing projects (long and short term).

QUALIFICATION AND SKILLS

  • The candidate will have at least a Master’s degree in urban planning and/or urban management, or relevant engineering, financial or economics degree;
  • Ability both to manage a team and work well across cultural boundaries;
  • Fluency in written and spoken English is mandatory, knowledge of Arabic is an advantage.

GENERAL PROFESSIONAL EXPERIENCE

  • At least 10 years’ professional experience on projects concerned with urban planning and/or infrastructure development; some experience at the local level is desirable;
  • Preferably 5, but at least 3 years international professional experience in project management is required, preferably in the FEMIP region;
  • At least five-year experience in a managerial position;
  • Experience in working both with municipalities and in interacting and negotiating at political and Ministerial level;
  • Track record of municipal investments a strong advantage;
  • Experience in capacity/institution-building of project management units required;
  • Experience with technical and financial reporting procedures of the EU/EIB or other donor required.

SPECIFIC PROFESSIONAL EXPERIENCE

  • Experience of at least two projects concerned with specific aspects of urban development including at least two of the following: urban informal settlement upgrading, transport, urban conservation, water and sanitation and/or solid waste management;
  • Previous experience of investment project financial management and control;
  • Substantial experience of writing and producing project work programmes and reports;
  • Previous experience in one or more projects where assistance was provided in developing the financial management capacity of intermediate bodies would be an advantage.
