Team Leader for the Delivering Climate Resilient Water and Sanitation in Ethiopia

Project Overview and Role
The objectives of the 4-year DFID-funded Programme Management and Technical Assistance for the Delivering Climate Resilient Water and Sanitation in Ethiopia is to manage and provide the technical assistance to the Government of Ethiopia and other non-state actors to implement measures to improve the resilience of water and sanitation services in selected climate-vulnerable regions of the country.

Programme activities will be in the following areas:
1. Mapping and management of groundwater resources
2. Integrating climate resilience into design norms and standards
3. Building the capacity of the Government of Ethiopia staff to use climate information
4. Implementing measures such as flood protection and drought management in selected districts

The Team Leader is responsible for:
* Management and successful delivery of all outputs under the Technical Assistance
* Ministerial engagement and developing strong working relationships with policy and decision makers
* Leading the preparation of the annual strategic plans, technical and operational work plans and budgets, staffing plans, performance improvement plans and other plans as required;
* Provides technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables;
* Assumes overall responsibility for the effective implementation of work plans and ensures delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
* Develops and implements plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication;
* Oversees timely and accurate reporting to DFID including production of all quarterly reports, annual reporting and value for money reporting;
* Maintains excellent working relationship with the client and ensures agreement of the programme’s strategy, plans, resource requirements and any other contract amendments required;
* Maintains regular communication with DFID and relevant stakeholders and ensures that activity reports and critical programme issues are resolved in a timely manner

* Postgraduate degree in engineering, water resource management, environmental science, climate change or other relevant degree;
* 10+ years’ relevant work experience in programme management, including management of large donor-funded programmes, and preferably programmes funded by DFID;
* Proven track record delivering programmes of similar size and complexity that support water and sanitation, water resource management and climate resilience;
* Demonstrable experience in providing technical assistance and capacity building to Government and non-state actors in the areas mentioned above;
* Experience in developing and implementing monitoring and evaluation frameworks and assessing value for money;
* Excellent understanding of the local context, with relevant experience in Ethiopia and strong networks within Ethiopian institutions;
* Project and programme management experience, with ability to adapt plans to changes in context or to emphasize successful approaches;
* Ability to lead, inspire and manage multi-disciplinary technical assistance teams
* Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe;
* Ability to work effectively under pressure and to manage competing priorities;

* Fluency in written and oral communication skills in English and Amharic.
