Support to the Sri Lankan Innovation and Start-up Ecosystem (SLISE)
Objectives:
The global objective is to improve the functioning of the innovation and start-up ecosystem.
The specific objectives are to:
- Engage with key stakeholders (see below) of the ecosystem and piloting joint activities through technical cooperation;
- Assess how the EU could best support the Sri Lankan innovation and start-up/entrepreneurship ecosystem under future cooperation.
Profiles:
For each component, a specific team of 3 to 9 experts (depending on how many experts can combine several expertise requirements) will be proposed in the offer. For each expert a short resume (maximum 3 pages) will present main competences and experiences in field relevant to the component.
A total of 170 man/days will be distributed across the overall assignment/team during the implementation phase (see also section below on “planning and placement of staff”). On average it is foreseen to allocate 5-10 man/days and maximum 2 travels per expert/assignment. This is indicative as some of the services might be combined within one mission.
- Category and duration of equivalent experience
All experts will be category 2, with minimum 6 years of the experience/competence required.
- Experiences and/or Competences requirement
General:
- At least three (3) experts should have experience in developing partnerships between institutions between different countries within the EU and through European funded initiatives[1]. Experience with countries in Asian region would be considered as an asset.
Component 1:
- Experts should have experience in RDIC and have participated in European or international projects linking universities to industries, at least
one two experts in at least one project. Experience and competences in PPP in the field of research and development either from the public or from the private side would be considered as an asset.
- At least two (2) experts should have knowledge (in a form of academic degree) and/or at least three-year experience in any field of research and development mentioned in section 1 “rationale”[2].
Component 2:
- At least two (2) experts should have at least three years of experience in managing incubator/accelerator programme with an international outreach and existing cross border partnerships. Knowledge in the fields of research and development mentioned in section 1 “rationale” (see footnote 17) would be considered as an asset.
- At least one (1) expert should have competence in managing start-ups (at least one) as an entrepreneur or active investor[3].
Component 3:
- At least two (2) experts should have experience in early stage start-up financing (seed funding, angel investment) and/or first stage venture capital financing, either as individual investor or as institutional investor. Experience in EU blending facility/instrument supporting SMEs and early stage start-ups in Europe or in EU development and cooperation partner countries would be considered as an asset.
- At least one (1) expert should have competences in new financial technologies (based decentralized/distributed ledger technology) that could be applicable for private investment in start-ups.
Please note that it would be an asset if the consortium can present combined experience and diversity of implementing institutions/organisations as member of the consortium and with other partner organisations. This can be presented in the organisation and methodology section of the offer.
