DUTIES AND RESPONSIBILITIES
The overall responsibility of the Technical Specialist is to provide technical assistance to the Federal Ministry of Health in the implementation of the Government Reproductive Health Programme within the context of the Health Sector Development Programme (HSDP). The Technical Specialist will work under the supervision of the Head of the Family Health Department of the Federal Ministry of Health, maintaining close contact with the Regional Health Bureau and the UNFP A Country Office. The overall strategy for CT A support is the transfer of skills to national professionals at the federal and regional levels.
MAIN TASKS AND RESPONSIBILITIES *
- Provides support to FHD/MOH and the Regional Health Bureaus in the execution of RWFP project activities including supervision and monitoring, development of curricula, guidelines and protocols, coordinates the scheduling and output of consultants, participates in review meetings, revises project budgets and plans disbursement of funds to regions. - Participates in the planning and conducting of training at central and regional levels and provides technical support to assist national and regional managers in developing RH/FP/SH organizational, clinical and managerial skills. - Assists in requesting necessary equipment and supplies from donor agencies for procurement, and ensures efficient distribution of RH equipment and supplies. - Coordinates monitoring and evaluation of project in execution, including administrative and substantive aspects as well as implementation of agreed corrective actions. - Provides technical assistance to the Ministry of Health ensuring that prevention strategies, particularly involving adolescents and young people, remain the mainstay of response to the HIV/AIDS epidemic with due emphasis on condom programming, sexuality education, and gender & human rights based approach. - Facilitates national documentation of good practices, promotion of knowledge sharing and South-South cooperation in the area of RH particularly Maternal Mortality, Health Sector Reform, Integration of RH and HIV / AIDS interventions, HIV / AIDS prevention, and capacity building in BCC. - Assists in the development, implementation and monitoring of strategies for ensuring reproductive health commodity security, especially condom programming. - Facilitates timely preparation and submission of annual workplans and Certificate of Expenditures by federal and regional RH implementing partners. - Guides timely preparation of project substantive reports required by UNFP A and other bilateral and multilateral donors. - Follows-up with the Federal Ministry of Health and the Regional Health Bureaus to ensure timely implementation of project audit recommendations. - Organizes field visits to Regional Health Bureaus and other selected implementing partners; and prepares reports to alert the management on necessary actions. - Participates in environmental scanning in support of the national Reproductive Health and, HIV/AIDS programme. - Participates actively in inter-agency programme activities including preparation of multi-sectoral development frameworks such as national poverty reduction strategies, MDG Need Assessment, Health Sector Reform, etc. - Supports, in close cooperation with the other members of the National Reproductive Health Taskforce, setting up of RWSafe Motherhood Network for the purpose of raising awareness, at the community level and among professionals, of Safe Motherhood and Reproductive Health Initiatives; - Undertakes any other assignments as may be delegated by the Head of the Family Health Department of the Federal Ministry of Health or the UNFPA Country Representative.

QUALIFICATIONS AND EXPERIENCE REQUIRED
- Post-graduate degree or equivalent in medicine and/or Public Health. - At least eight years of experience in implementing, planning, and managing of RH programmes in developing countries. - Ability to establish and maintain effective partnerships and working relations in a multi- cultural, multi-ethnic environment with sensitivity and respect for diversity. - Demonstrated ability to take initiatives and make sound decisions. - High interpersonal and communication skills including ability to present and defend difficult positions to senior officials. - Fluency in English language, ability to draft sound technical documents and demonstrated ability to use Microsoft Office applications.
