Palladium is seeking a mid-to-senior level professional to act as “Technical Advisor, Health Financing” to manage and implement health financing activities under the USAID-funded Health Policy Plus (HP+) project and other global health projects, as needs arise. Highly qualified applicants with more seniority may be considered for a more senior position. The successful candidate will support the development and execution of quantitative analyses, research, and policy development, to complement the health financing and economics portfolio at Palladium, with the aim to improve sustainable financing for health in developing countries. This work may include:
- conducting statistical analyses to inform the future direction of health financing policies,
- supporting strategic development of health financing policies including health insurance reforms, and
- generating evidence to support domestic resource mobilization and use initiatives, including the role that the private sector and innovative financing and blended financing mechanisms can play.
The successful candidate will also be responsible for managing discrete project activities, including workplan development, budgeting, staffing, and reporting. Depending on whether this role is filled at the Technical Advisor or Senior Technical Advisor level, the successful candidate will report to a Senior Technical Advisor or Director (Health Financing), respectively, within the Health practice.
- Leads planning, development, and implementation of health financing activities, including management of staff, budget, reporting requirements, and products.
- Generates technical analyses related to health financing across health systems, and also for priority health areas (HIV, TB, family planning, MCH etc.), including desk-based research, quantitative analyses (e.g. costing), health insurance related analyses, health market analyses, and investment case and economic model development.
- Develops models, presentations, manuscripts, reports, and briefs for internal and/or client or government use.
- Supports capacity development activities and knowledge sharing within the company on health financing and sustainable financing for health.
- Represents the project/program in specific international and DC-based technical meetings and fora, including coordination meetings with partners, clients and other stakeholders.
- Participate in outside associations, conferences, and symposia, including presentations of technical work.
- Participates in business development efforts, as required and appropriate.
- Performs other related duties and responsibilities as assigned.
- Understanding of health systems and health financing issues in Asian and/or African contexts required.
- Experience developing and implementing activities in support of universal health coverage objectives, required.
- Strong quantitative skills, including survey data processing and statistical analysis. Experience with statistical software such as Stata, and high level of proficiency with Excel, required.
- Experience with high-level government engagement and conducting policy analyses, costing, and health economics, desired.
- Past work experience managing USAID- or other donor-funded projects beneficial.
- Ability to present complex information to diverse audiences. Clear and effective writing and oral communication skills, including significant experience with report development and delivering oral presentations supported by PowerPoint slides.
- Strong program management, organizational, and interpersonal skills required.
- Experience working internationally. Experience in sub-Saharan Africa and/or Southeast Asia is highly desirable.
- Demonstrated problem solving, analytic, financial, and evaluative skills.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
- Professional and mature demeanor and conduct.

- Foreign language skills, especially French, will be a distinct advantage.
Preferred Qualifications
- MPH, MSc, MA, MBA or similar with a focus on health finance in public health, social protection, health economics, global public policy, developing country health sector management, or related field.
- For a Technical Advisor, at least 4-5 years’ direct experience in health finance, health sector reform-related consulting, global health economics, or other specifically related fields in Asia and Africa (7-8 years’ directly related experience for Senior Technical Advisor level applicants, alongside experience in the management of teams and projects)
