Technical Advisor: HIV/AIDS Palliative Care Pretoria, South Africa USAID c/o Comforce Technical Services

The Technical Advisor (TA) will contribute to the goals set forth under the President’s Emergency Plan for AIDS Relief by providing technical assistance to achieve USG objectives in HIV/AIDS palliative care. The incumbent will serve as USAID/South Africa’’s primary advisor on Palliative Care activities and programs funded through the Emergency Plan in South Africa. The TA will provide support in the design, implementation, and evaluation of HIV/AIDS palliative care programs in South Africa working in partnership with the South African Government (SAG), other U.S. Government (USG) Agencies involved in the Emergency Plan, Cooperating Agencies (CAs), and non-governmental organizations.

The position is for two years, subject to funding approval by the Office of the Global AIDS Coordinator (O/GAC) and the incumbent will be based in Pretoria, South Africa. The TA will work closely with the regional palliative care expert that O/GAC is placing in South Africa and provide technical advice to the Interagency Emergency Plan task force.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE 1.     Advanced degree(s) in public health, nursing, medicine or other relevant training in international health. 2.     Minimum of five years experience in international public health programming and/or implementation. 3.     Minimum of three years experience working in technical oversight, design and implementation of HIV/AIDS care programs in developing countries. Prior work experience in South Africa would be advantageous. 4.     Specialized knowledge and demonstrated expertise in the area of HIV/AIDS palliative care, including provision of HIV/AIDS clinic/home/community care; psychosocial and spiritual support; clinical monitoring and management of opportunistic infections and other HIV/AIDS-related complications; facilitating and linking to culturally appropriate palliative care and social support; nutrition and facilitating linkages to food security programs; and knowledge of clinical and ethical issues involved in HIV/AIDS programming in the region. 5.     Familiarity with USAID and/or USG systems and implementation mechanisms. 6.     Applicant must be a U.S. Citizen able to obtain security clearance at the secret level. 7.     Demonstrated technical expertise on issues related to HIV/AIDS through publications, conference presentations, or other means.
