Job Description

The Urban Institute is recruiting for a Technical Advisor – Organizational Development and Human Resources. The Government of the United Republic of Tanzania is implementing the Local Government Reform Programme (LGRP). The Medium Term Plan for LGRP ended in June 2008. It is widely recognized that the local government reforms (LGR) and decentralization by devolution (D by D) are a long-term undertaking, and the Development Partners have made a commitment to continue to provide financial and technical support to the post-LGRP period. A new period of support to implement the local government reforms and decentralisation by devolution (D by D) in Tanzania has been agreed, and this will be from July 2008 to June, 2013. The implementation will be led by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) on behalf of the Government of Tanzania (GoT), and development partners (DPs). The Local Government Reforms will continue to be funded by the GoT with the support of DPs, through the Common Basket Fund of the LGRP II. A single Firm will be engaged to supply Technical Assistants who will work as counterparts to respective officials in PMO-RALG and some central and sector ministries.

Overall Responsibility • He/she will provide technical assistance and advice to the DPS, PMO-RALG and to the DLG on the decentralization of human resource management to LGAs, including strategy, systems and procedural requirements to be established at LGA level, and training and development requirements. • He/she will support and advise DOD and DLG staff and other staff in relevant departments of PMO-RALG as well as LGAs on improving LGA service delivery to its people • He/she will work with DOD and DLG on: o Developing all aspects of HRM in LGAs, including recruitment and the rationalisation and retention of personnel. o Enhancing and installing HRM systems and procedures in LGAs, including information systems and OPRAS. o Strengthening PMO-RALG strategies in relation to the empowerment of political leaders at LGAs. o Coordinating LGA restructuring support with RSs and advising RSs on developing their capacities in these areas. • He/she will provide support to enable PMO-RALG and PO-PSM to develop strategic initiatives related to the decentralization of human resources to LGAs, including development of recruitment interventions and location incentives and strategies to recruit and retain staff in underserved areas in Tanzania. • He/she will provide support to enable PMO-RALG and PO-PSM to ensure that policies and procedures in the HR decentralization area are consistent with the required professional standards. • He/she will facilitate effective linkages between PMO-RALG and PO-PSM to sustain liaison and communication on HR decentralization. • He / she will liaise with PSC, MDAs, MOFEA and other bodies as appropriate. • He/she will liaise with MDAs on their action plans to develop LGA capacities.

Main Tasks 1. Report to the CTA on the technical and substantive content of the HR decentralization plans and programme, and progress in their development. 2. Report to the CTA on the technical and substantive content of OD and HR support for DOD, DLG and LGAs and progress in its development. 3. Under guidance of the CTA, ensure that the OD and HR technical systems and approaches are integrated within the overall technical approach of the team. 4. Provide technical support and guidance to enable PMO-RALG and PO-PSM to develop HR decentralization strategy and plans, ensuring that HR decentralization activities are informed by and are consistent with national policies and procedures. 5. Provide technical support and guidance that will enable PMO-RALG and PO-PSM to review ministerial functions in relation to D by D imperatives. 6. Participate in consultative meetings and develop papers and progress reports on revised ministerial structures and functions. 7. Provide technical support and guidance to enable PMO-RALG and PSC to prepare their plans and reports on HR decentralization to LGAs that are consistent with national policies as established by PO-PSM. 8. Provide detailed technical input into the plans and programmes for HR decentralization to LGAs, ensuring professional standards in these plans and advising PMO-RALG and the TA team accordingly. 9. Provide technical support and guidance to enable PMO-RALG, PO-PSM and the TA team to improve coordination and communication on HR issues and activities. 10. Advise and assist in drafting cabinet papers and draft legislation on HR decentralization. 11. Provide technical support and guidance on the implementation of HRM functional transfer to LGAs. 12. Provide technical support and overview of HRM training programmes for LGAs. 13. Maintain liaison with MDAs, MOFEA, and other central and regional stakeholders, including RSs on HR decentralization. 14. Liaise with PMO-RALG and PSC on reviewing the HRM compliance system for MDAs and LGAs, and provide advisory support as appropriate. 15. Monitor and review progress in implementing re-aligned ministerial functions and HR decentralization and communicating these to PMO-RALG and other central and regional bodies as appropriate. 16. Support DOD on their programme in reviewing organization structures in PMO-RALG, and backstopping restructuring of LGAs. 17. Support RSs in coordinating LGA restructuring support and advise RSs on developing their capacities in these areas. 18. Support DLG to improve HRM practices in LGAs including recruitment, rationalisation of staffing, and retention of personnel in disadvantaged areas. 19. Assist DOD and DLG develop a strategy and programme for implementing and embedding essential HR systems in LGAs including OPRAS, HRMIS and record management systems. 20. Advise DOD and DLG on strategies and approaches to change management, and assist in their application. 21. Establish a process for maintaining liaison with MDAs regarding their plans to develop LGA capacities, especially as this impact on service delivery. Facilitate communication on these between PMO-RALG, MDAs, RSs and LGAs. 22. Support LGAs and RSs through DOD, DLG and DRA as appropriate in developing strategic plans, service standards and performance indicators for improved service delivery, and monitoring their implementation. 23. Working with DOD and DLG staff, advise LGAs on policies and best practices for performance-based incentives. 24. Provide technical support to DOD in supporting job analysis and job evaluation capacities and activities in LGAs, and the job evaluation exercise for RSs. 25. Develop initiatives to strengthen the management and planning of training at LGAs, and provide advice on technical training e.g. in recruitment practice, rationalization, job analysis and job evaluation, and contribute to the preparation of the master plan for LGA staff development. 26. Facilitate and advise DOD, DLG and LGAs on preparing manuals for OD and HR systems. 27. Work closely with DOD, DRA and DLG in reviewing the activities of the Hombolo Local Government Training Institute (LGTI) and develop measures to improve these in line with the needs of the LGAs. 28. In collaboration with DLG, develop initiatives to strengthen the leadership programs for councillors and LGA executive staff. 29. In collaboration with DLG, develop monitoring standards for evaluating LGA adherence to public service codes and anti-corruption measures as part of enhancing ethical behavior and integrity. Education requirements: • Post Graduate Qualifications or equivalent in HRM, public service management, or related subjects.

Experience requirements: • A minimum of 10 years experience in public sector HRM projects in developing countries

Specific skills need for the job: • Good communication and presentation skills in relation to senior government officials • Knowledge of, and work-based competencies in: o Public service management, organization and human resource management. o Decentralization programmes and local government strengthening programmes in developing countries. o Managerial and technical aspects of HRM including recruitment procedures, performance appraisal, HRD, TNA, placement and career development. o technical aspects of organization review and HRM including OD, change management, functional reviews, job analysis, job evaluation, establishment review and performance management. o Public sector reforms, particularly civil service reform and local government reform. o participation in major technical assistance programs
