About the Job: IMA World Health is seeking a Technical Advisor in Quality of Care and Innovation in Health to provide overall technical implementation oversight for an anticipated 36-month, European Union-funded project focusing on the provision of health services in the provinces of North Kivu and Ituri, primarily in seven health zones.
The Technical Advisor in Quality of Care and Innovation in Health will develop and adapt project-wide strategies, as needed, to improve access to and quality of services through the implementation of high-impact interventions. S/he will work with project colleagues and other relevant stakeholders to ensure the appropriate integration of multisectoral approaches that are consistent with project objectives (listed below) and the services offered by the supported structures. S/he will establish relationships and collaborate closely with the Ministry of Health at different levels of the system, as well as with other implementing partners.
- Improve access to healthcare for the Congolese population, particularly women, children, and internally displaced persons.
- Strengthen the management and governance of the healthcare system and support healthcare system reforms.
- Improve/strengthen the Beni, Democratic Republic of Congo and will report to the Project Director and the Acting Country Director or Director of Program Development and Quality based in IMA World Health’s national office in Kinshasa. Actual hiring is contingent upon signed agreement and European Union’s approval.
Key Responsibilities:
Provide technical leadership, guidance, and monitoring of health activities focused on strengthening and improving the quality of care in the project.
- Contribute to the development of technical activities for annual work plans, studies, quarterly and annual reports, financial reports, and other reports and documents.
- Provide technical input to project strategies and the planning and monitoring of project activities.
- Support the planning and monitoring of work plans and the project budget.
- Contribute to the development and monitoring of the monitoring, evaluation, and learning plan and other project plans (EMMP, PSEA, etc.).
- Contribute to the development of project budgets and activities as requested by management.
- Liaise with the community health advisor to plan and implement community-based child health activities.
- Responsible for preparing technical activity reports (quality of care and integration of quality innovations) in a timely manner.
- Support coordination with consortia technical partners.
- Represent the project in relevant coordination meetings (cluster and sub-cluster meetings, thematic working groups at different levels of the health pyramid, etc.).
- Ensure that field teams participate in relevant field coordination meetings (COGE, CA, steering committee meetings at the ZS level).
- Regularly identify partners with whom to collaborate to ensure that beneficiaries have access to holistic services.
- Ensure that the implementation of activities by partners mobilized by the project (consultants, local NGOs, etc.) is of high quality, on time, and in accordance with the donor award, IMA and EU standards, and relevant national policies.
- Support the process of identifying, documenting, and sharing best practices and success stories from the project.
- Support the adaptation/development of tools for the implementation, monitoring, supervision, and reporting of project activities.
- In collaboration with field teams, identify relevant needs related to the improvement and progress of project indicators.
- Provide project staff with overall technical direction and advice tailored to the expected results of the project.
- Support the technical aspects of the project, including capacity building for staff and partners.
- Support and maintain project protocols, instruments, data sets, manuals, training materials, and reports related to the technical area of expertise.
- Work collaboratively with the team to ensure that project implementation remains technically sound and adheres to corporate strategy and standard operating procedures.
- Provide technical support in the development and dissemination of tools, materials, reports, documents, and interventions for research projects.
Qualifications:
- Doctor of Medicine, Surgery, and Obstetrics degree. Preferred Postgraduate degrees - Master’s in Public Health, Epidemiology and Surveillance Option; and Master’s in Public Health Research. Previous experience in an European Union-funded project is highly desirable.
- At least 10 years of experience in integrated health services in the DRC, including clinical experience and experience in the management or implementation of a health project funded by an international body.
- Strong quantitative, qualitative, and analytical skills, and ability to present technical information clearly and effectively to technical and non-technical audiences.
- In-depth knowledge of the political, social, and economic context and experience working in the DRC are required.
- Excellent communication skills, particularly in written and oral presentations; proven ability to develop and communicate a shared vision among various partners.
- Strong communication skills (oral and written) in French and English.
- Ability to travel to project sites in the North Kivu and Ituri.
