Job Description

MAIN PURPOSE OF JOB

Technical Advisor for Supply Chain management supports the Supply Chain team operations under the direct supervision of Senior Technical Advisor (STA) in key areas ensuring national policies enhancement and strengthening focused on all PEPFAR-related commodities (ARV, TB, viral hepatitis, OST, etc) market access, forecasting/quantification, improved and optimized distribution, warehousing, and other processes aiming to improve patients access to the vital medications.

Technical Advisor works closely with key stakeholders, including but not limited to the Ministry of Health, Center for Public Health, Medical Procurement of Ukraine, and provides technical guidance and support in the development and implementation of supply chain policies and procedures for adequate medicine quantification, procurement, warehousing, inventory management, ordering/issuing and distribution to support the strengthening of supply management systems in Ukraine.

MAIN DUTIES AND RESPONSIBILITIES

  • Analyse and develop recommendations on how to optimize business processes related to the key components of the supply chain of HIV, TB, VH, and OST commodities, including but not limited to the improvement of interaction between governmental stakeholders within the multi-sectoral
  • Provide technical support to the governmental stakeholders on the regional level in the enhancement of the MedData system for centrally procured commodities.
  • Provide technical assistance for the implementation and rollout of new national practices for the quantification and forecasting of HIV commodities at national and regional levels.
  • Contribute to the analysis of the decentralized distribution of HIV commodities distribution via pharmacies.
  • Support pharmaceutical management knowledge increase for OST and TB medicines at regional, and subregional levels and primary healthcare providers.
  • Conceptualize and review proposed draft legislation in supply chain management and finalize normative acts in collaboration with SAFEMed’s legal team as needed.
  • Update and support implementation of the annual implementation plan, as they relate to the supply chain workstream.
  • Draft technical reports, lessons learned, case studies, or other documents in the area of supply chain management.
  • Support the project team with inputs for ad hoc requests and indicator reports in his/her technical area.
  • Other activities as requested by the direct supervisor.

QUALIFICATIONS

REQUIRED EDUCATION

Required:

  • Bachelor’s degree in supply chain, pharmacy, public health, medicine and other related fields.

Preferred:

  • Advanced degree in pharmaceutical management, supply chain, public health, or related field.

REQUIRED EXPERIENCE

Required:

  • At least four (4) years of progressively responsible experience in supply chain, public health, or related field (with a Master`s Degree). Or 6 years with a Bachelor’s degree.

Preferred:

  • At least six (6) years of progressively responsible experience in pharmaceutical management and/or public health.
  • Experience in pharmaceutical management with an emphasis on supply chain warehousing, logistics and/or forecasting preferred.
  • Experience working in Ukraine with MOH, the Centre of Public Health, Medical Procurement of Ukraine, civil society and industry.
  • Experience working with USAID-funded programs is desirable

KNOWLEDGE AND SKILLS

  • Knowledge in pharmaceutical supply chain areas, preferably in warehousing, logistics, and quantification.
  • Knowledge of international commodity procurement systems and procedures.
  • Previous experience in developing training materials and the delivery of training sessions.
  • Excellent written and oral communications skills.
  • Fluency in spoken and written Ukrainian, knowledge of English – upper-intermediate (B2).
  • Experienced Microsoft Office Suite applications user, including Word, Excel, PowerPoint;
  • Knowledge of appropriate methods for data analysis and reporting.
