Job Description

POSITION: Technical Assistance Manager BAND: 6 LOCATION: Arlington, VA REPORTS TO: Deputy Director, Country Programs and Partnerships

The Supply Chain Management System (SCMS) project, managed by USAID, is part of the President’s Emergency Plan for AIDS Relief. The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections. SCMS offers services in focus countries identified by USAID, with SCMS field offices established in selected countries as required by the scope of work in the country.

OVERALL RESPONSIBILITIES:

The Technical Assistance Manager ensures that SCMS works within a technical assistance framework designed to ensure that technical assistance (TA) efforts produce outputs which contribute to meeting project objectives. She or he works with In-country Operation Management (ICOM) staff to ensure that technical outputs are of high quality. The Technical Assistance Manager supervises the Short Term Technical Assistance Coordinator, and Arlington based TA advisors such as Monitoring and Evaluation Advisor, the Senior Quality Assurance Advisor, the Laboratory Advisor and other advisors as recruited from time to time. 1. Manage the Technical Assistance Unit including supervision of the Short Term Technical Assistance Coordinator, Monitoring and Evaluation Advisor, the Senior Quality Assurance Advisor, the Laboratory Advisor and other Advisors as recruited from time to time 2. Lead the development of a TA framework based on client inputs and revise as needed. 3. Contribute to the work plan development process to ensure that proposed and requested activities fit into the SCMS TA framework for meeting project objectives. 4. Develop TA policies and procedures, standardized reporting protocols and documentation requirements.

SPECIFIC RESPONSIBILITIES

5. Based on feedback from clients and field staff, reviews of technical documents and indicator data, provide advice on ways to improve performance.

6. Review and comment on Scopes of Work to ensure that TA visits are contributing to planned or requested work.

7. As needed, provide orientation to SCMS project staff, focusing on consulting skills.

8. Review and comment on submitted trip reports regarding whether proposed activities were addressed during TA trips.

9. Review and comment on technical documents produced through country or central-level activities to ensure that the deliverables in the relevant Scope of Work have been met and the document meets the professional standards expected by SCMS.

10. Review and comment on reports and presentations produced for external audiences to ensure that SCMS is demonstrating the value of technical assistance inputs and progress toward meeting project objectives.

11. Assist in the preparation of position descriptions related to the management and provision of technical assistance and participate in recruitment activities at the PMO and in-country.

12. Assist the Short Term Technical Assistance Coordinator and ICOM colleagues in the PMO and in-country to identify suitable consultants and experts to provide appropriate technical assistance and consultancy services to SCMS and its clients.

QUALIFICATIONS 1. Master’s degree in public health, logistics, and supply chain management or other relevant degree or experience. 2. Minimum 10 years of experience providing or managing technical assistance in international public health in developing countries, for both short- and long-term engagements. 3. Experience in the field of HIV/AIDS, health, logistics, family planning and/or development. 4. Experience in managing a team of professionals spread across the globe within a complex matrix style project where influencing skills are as important as direct management. 5. Excellent written and oral communications skills. 6. Proven ability to be part of a team, but self-managing of own time. 7. Demonstrated intermediate computer skills in Microsoft Office Suite Applications including Word, Excel, PowerPoint and MS Project. 8. International development work experience, particularly with activities under United States Agency for International Development (USAID) funding, a definite plus. 9. English fluency required including speaking, writing, understanding, and reading, and the ability to conduct business in English. 10. Ability and willingness to travel internationally at least 10-25% time.
