OF WORK

Technical Assistance to Raise SAI Capacities
for the Graphic Design of the Audit Content

BACKGROUND

Improving Public Procurement project (the
Project), implemented by Deloitte Consulting LLP, is a five-year United States Agency
for International Development-funded project initiated in July 2022 with the
overall objective to strengthen institutional capacities for management and
oversight of a fair, open, non-discriminatory and transparent public
procurement process at the national and local levels. The Project is structured
around four components focused on 1) improving local procurement planning, 2)
improving procurement procedures across the entire procurement lifecycle in
accordance with international standards, 3) improving capacities for effective
legal enforcement, and 4) increasing the effectiveness of public procurement
oversight. The Project counterparts include local self-governments (LSGs), the
Public Procurement Office, Higher public prosecutors’ offices, Administrative
Courts, Misdemeanor Courts, the Ministry of Finance, State Audit Institution
(SAI), civil society organizations, and investigative journalists.

The Project’s strategy is to enhance the
implementation of existing laws, policies, and procedures and to support the
alignment of the public procurement ecosystem to international standards and
good practices. The Project will facilitate the identification of locally led
solutions that cut across government, business, and civil society, to create
space for stakeholders to collaborate across institutional boundaries. Emphasis
will be placed on professionalization of the procurement function through
trainings, development of tools, and identification of leading practices for
adaptation by institutions. Collaboration and information exchange among
institutions will be supported with the objective to increase oversight,
improve identification of procurement irregularities for prosecution and
adjudication, legislative engagement to resolve identified weaknesses in the
law, and capacity building of civil society organizations to contribute to
oversight and communication to the public.

The State Audit Institution is the supreme
state authority for auditing public finances in the Republic of Serbia. SAI is
an independent institution subject to supervision by the National Assembly. SAI
provides the National Assembly, citizens, and other stakeholders at all levels
of government with information on how public funds are managed and used and
contributes to improvement of financial management, as well as accountability,
transparency, and integrity of public officers. The Institution performs
financial, compliance, and performance audits of Government spending by
multiple auditees, including ministries, LSGs, and public utilities. A
substantial percentage of the audits address auditees’ planning and management
of public procurements.

In their 2024-2028 Strategic Plan, one of
SAI’s main objectives is to increase the transparency and availability of
information of SAIs’ work and its importance for society, to enhance its
communication with media, Serbian public, and all interested parties, and
utilization of SAI reports by relevant stakeholders.

SAI audit products are written in highly
technical jargon, and in order to achieve their full potential to inform the
public, CSOs, members of Parliament, and LSGs, SAI leadership recognized the
need to establish a modern and visually more appealing presentation of SAI
findings in its various publications. This would include increased use of
“reader-friendly” visual elements, such as, but not limited to, info graphic,
tables, and other related visual content to enhance the graphic presentation of
its messages in audit products to the public and various stakeholders.

With this SOW, the Project strives to further
support the capacity building of SAI auditors and staff in charge of the
production and design of SAI’s audit products, to create more
“reader-friendly”, modern, visually appealing presentation of its reports and
findings. This technical assistance should contribute to SAI acquiring the
knowledge and skills to be able to further develop and apply modern graphic
design techniques to present its findings in a manner that will inform
interested parties of the most important findings, while creating easier
understanding of the content of SAI reports.

SCOPE OF TECHNICAL ASSISTANCE

The Project will engage a contractor under
this Scope of Work to provide short-term technical assistance in the following
areas:

1) Conduct
an analysis of a selection of SAI products to identify appropriate visual
communication strategies and utilization of suitable programs and tools (e.g.
Piktochart, Excel, PPT, Power BI, Canva) with specific examples of graphic
design to enhance the readability and understanding of the content of future
SAI audit reports. The analysis should be conducted with the benefit of
information gathered during meetings with relevant SAI representatives, review
of SAI’s Strategic Plan, SAI Annual Activity Report, and audit products.

2) Create
a curriculum for two two-day training courses, on graphic design techniques for
creating visuals, info graphics, and other related visual content for
presentation of audit report content and conduct interactive training courses
on graphic design techniques for the visual presentation of audit products.

Instructions to Offerors

Offerors
must:

Ø Submit a curriculum vitae(s),
a cover letter describing direct relevant experience with references, and portfolio of original
graphic design products.

Ø Submit a financial offer for the assignment (in US dollars) presented per deliverable (Use the Financial Offer Template presented
below in the SOW document. Full document is available for download at the
bottom of Devex ad).

Ø When calculating the
financial offer, the offeror should include all anticipated costs for the assignment such as labor, travel,
accommodation, associated taxes, etc. Any airfares should be for the lowest
cost economy class and/or Fly America compliant.

Ø The application should
reflect the contracting party – entity or individual; The subcontract will be signed with the entity/individual
indicated in the application. Contracting Country Nationals (Serbia) must apply
and will be contracted as legal entities (businesses).
