Job Title: Technical Consultant (TC)
CHED- Higher Education Management Information System (HEMIS)
Reports to: The TC directly reports to the Director IV of the Office of Planning, Research and Knowledge Management (OPRKM) on matters related to planning, resource allocation and research management. While matters related to knowledge management and ICT programs/projects, the TC directly reports to the Director III of OPRKM.
Job Summary:
The TC is responsible for the STRIDE-HEMIS Team and acts as the integrator of all the Technical Assistants (TA) outputs covering the areas of planning, resource allocation, research management and knowledge management complemented by the HEMIS and other Information and Communication Technology (ICT) initiatives of the Commission.
Essential Duties:
- Act as the Team Leader of the STRIDE-HEMIS Team responsible for supervising the TAs and manage the operation of the Team
- Contribute to the planning and achievement of HEMIS objectives, goals and priorities, through the application of extensive ICT knowledge, expertise and experience.
- Coordinate through OPRKM Director III the identification and resolution of complex ICT troubleshooting activities to ensure appropriate technical support exists for the continuation of essential HEMIS services in a timely, efficient and effective manner.
- Provide expert technical advice on the establishment and maintenance of a robust and scalable ICT architecture that will assist ICT strategies and enhancements within higher education sector.
- Apply expert technical knowledge and expertise to contribute to the development of ICT policies, procedures and the formulation of a robust and scalable ICT architecture for the shared services under HEMIS, in accordance with established policies, procedures, and requirements.
- Provide professional, timely and effective ICT solution design and implementation services to HEMIS, including expert technical advice on complex matters relating to ICT infrastructure.
- Review plans, programs, projects and strategies, and provide technical assistance/expertise for the development, deployment and maintenance of CHED integrated information management systems.
- Provide advice/recommendations in the preparation of plans, projects and strategies for the enhancement and development of data collection system.
- Recommend policies, standards and guidelines related to higher education information packaging and dissemination.
- Review and harmonize the outputs of the respective TAs and ensure the submission of the integrated reports on STRIDE-HEMIS project.
- Provide an oversight technical assistance function in the development of framework for the Higher Education Strategic Plan for 2016 – 2022 and the comprehensive review thereof.
- Provide recommendations in the formulation of higher education indicators and definitions.
- Supervise the TAs of the Planning and Resource Management Division (PRMD) in the development of a framework and methodology for higher education planning as well as in the formulation of monitoring and evaluation strategies of higher education sector targets and accomplishments.
- Administer the conduct of studies of existing higher education policies.
- Administer the crafting of design for capacity-building activities of the PRMD staff in the compilation, analysis, utilization of higher education statistics, policy formulation and efficient planning system.
- Provide technical assistance in the formulation and development of the Research and Extension Management Information System (RAEMIS) to include consolidated data on the program, beneficiaries, regions, published outputs and or patent produced for the various CHED funded research, development and extension (RDE) programs/projects.
- Provide technical assistance in the development and management of the registry of faculty and researchers; as well as the inventory of research laboratories/ centers in HEIs.
- Provide technical assistance in the crafting/ development and implementation of the CHED RDE Capacity Building Program for Higher Education Institutions (HEIs).
- Provide technical assistance in the crafting/development and implementation of the monitoring program for CHED RDE Grants-in-Aid (GIA).
Minimum Required Education & Experience
- With a doctoral degree in related ICT program from a reputable institution and preferably have exposure in any of the following: Statistics, Economics, Social Sciences, Sociology,
- Possesses at least two of the three:
- Minimum 10 years project management experience
- Minimum 5 years consulting experience in higher education systems
- Minimum 5 years experience in developing or managing MIS relating to higher education
Skills & Abilities
- Ability to analyze, design, implement, and manage computerized information systems preferably in higher education sector
- Technical skills in applying computer technology, quantitative techniques, and administrative skills to the information processing requirements of higher education institutions and government organizations
- Demonstrated ability to implement government/foundation grant project proposals and produce subsequent project proposals as an outcome of the activities conducted
- Ability to prioritize, organize and carry out multiple tasks efficiently under pressure with little supervision
- Excellent written and verbal communication in English
- Excellent skills in using productivity tools for the preparation and submission of the deliverables
- Strong interpersonal and teamwork skills
- Strong understanding of the higher education standards of operation in the local and global perspectives
