Localize Global Health Security (LGHS) Technical Director 

DAI Global is seeking a Technical Director the anticipated five-year, USAID-funded Localize Global Health Security (LGHS) Project. The goal of the project is to work with local partners to address critical health security gaps. LGHS will work with local partners to identify critical gaps in health security and issue grants to local partners to address those gaps.  

The Technical Director will provide leadership and subject matter expertise in addressing health security gaps and supporting capacity building that enables local actors to address these gaps. The Technical Director will serve as the project’s primary subject matter expert on health security programming. They will bring experience designing and managing health security in Risk Communication, Social Behavior Change, Community Engagement, Diagnostic and Laboratory Systems, Zoonotic Disease, Infectious Disease Prevention and Control, and/or Antimicrobial Resistance (AMR). The position is anticipated to be based in the Washington, DC area beginning on or about February 2023. 

This position is contingent upon project award and approval.

Responsibilities: 

The Technical Director will coordinate the provision of technical services and ensure a coordinated, integrated approach across the project objectives. Responsibilities specifically include: 

  • Oversee and guide implementation of the LGHS technical strategy in addressing health security gaps
  • Oversee the technical design of grants that address health security challenges
  • Provide subject matter expertise and consultation to project partners and grantees in implementing project-funded interventions
  • Oversee and integrate organization development activities
  • Manage and guide Regional Leaders based in the 3 Regional Hubs, supporting them to lead localized implementation of health security interventions
  • Ensure and contribute to the capture and dissemination of technical learning across the program and to relevant external stakeholders
  • Oversee and guide knowledge management and information sharing on best practices for local organizations conducting work in health security
  • Coordinate closely with the Project Director, Deputy Project Director, and MEL Director to ensure technical activities have effective operational support and are regularly evaluated and communicated.
  • Oversee and provide guidance to improve coordination among health security stakeholders at the sub-national, national, regional and international levels
  • Serve as a project representative and subject matter expert to diverse stakeholders including national government ministries, international health organizations, other international donor-funded projects, partners, and other LGHS stakeholders

Minimum Qualifications: 

  • An advanced degree in veterinary medicine, wildlife ecology, microbiology, public health, health administration, or a related field; DVM, MD, or PhD preferred.
  • Minimum of 8 years of progressively responsible experience in technical leadership and advisory roles focused on health security activities
  • Demonstrated expertise in multiple health security sub-sectors including Risk Communication, Social Behavior Change, Community Engagement, Diagnostic and Laboratory Systems, Zoonotic Disease, Infectious Disease Prevention and Control, Antimicrobial Resistance (AMR), and Human Resources for Health (HRH)
  • Extensive experience working effectively with counterparts at various levels of government, as well as with non-governmental organizations, and international organizations in managing international development assistance projects
  • Proven leadership in fostering collaborative learning and adaptive management, monitoring effectiveness, opportunities and challenges, and adapting implementation based on learning to achieve desired program outcomes
  • Demonstrated knowledge management experience to collect, analyze, and disseminate learnings across countries
  • Excellent writing and communications skills in English

Preferred Qualifications: 

  • Proven leadership and management skills, including a track record of managing and coordinating high-performance teams across multiple program office locations and the provision of technical assistance, including the ability to coach, guide, and inspire the team members in their contributions to meeting program objectives 
  • Demonstrated experience leading capacity building for local actors, providing capacity building assistance at individual and organizational levels
  • French language skills desirable
