Job Description

Cardno Emerging Markets USA, Ltd. (Cardno) seeks technical experts for the anticipated USAID activity, Digital Connectivity and Cybersecurity Partnership (DCCP) in the Pacific. DCCP will advance open, interoperable, reliable and secure connectivity in the Pacific region by: improving broadband access and investment; strengthening digital policy and regulations; advancing digital platforms for e-government solutions; and, enhancing digital skills and literacy.

Cardno is seeking experts in the Pacific Island regions with expertise in the following areas:

1) Improving Broadband Access

a) Leverage ICT infrastructure and investments to improve access and connectivity in Pacific Island Countries, and increase its resiliency

b) Support governments to develop broadband access action plans and strategies

c) Promote alternative technologies and innovative approaches to improve broadband connectivity

2) Strengthening Digital Policies and Regulations

a) Improve the enabling environment to increase ICT investment in infrastructure and e-government platforms

b) Promote reforms and stakeholder collaboration that increase access and digital inclusion, such as regulatory compliance cost, e-commerce transactions, harmonized regulatory standards

c) Strengthen capacity to address technical issues, such as cybersecurity, open access, spectrum and license management, etc.

3) Advancing Digital Government

a) Promote and utilize e-government platforms and solutions to deliver public services and conduct public transactions

b) Improve government information systems and strategic plans/frameworks for data management, analytics, and interoperability

4) Enhancing Digital Skills and Literacy

a) Strengthen ICT skills development programs, including cybersecurity

b) Build professional competencies of ICT professionals and other stakeholders

Qualifications

· Degree in technically related field, such as economics, public policy, business administration, information or computer science or a related field.

· At least 5 years of experience supporting or leading activities related to the technical areas listed above.

· Excellent oral, written and interpersonal communication skills in English.

· Experience working on donor-funded programs in the Pacific Islands preferred.
