Job Description

The Technical Manager Consultant (“Consultant”) will be responsible for conducting and completing all reviews and revisions of existing EDC work readiness curriculums to ensure these meet the needs of trainees in the regions where the project operates. The Consultant will also monitor the implementation of EDC’s work readiness curricula, training of trainers for project regional partners. S/he will collect information on the conduct of trainings and then use this information to work with technical staff to review and revise materials and training practices making these appropriate for each of the project operational areas and youth populations.

S/he will be supervised by the in‐country EDC Program Manager and will coordinate with appropriate technical specialists. S/he will observe and monitor the work of project local partner institutions. S/he will perform all actions necessary to ensure the timeliness and quality of delivery and outcomes of work readiness training and the training of trainers who conduct work readiness training. S/he will also work closely with the project Monitoring and Evaluation technical specialist to ensure timely collection of appropriate training output and outcome data, its subsequent analysis and incorporation into management decisions for future materials development and training practices.

ESSENTIAL FUNCTIONS

The Technical Manager will work closely with the program team, curriculum development experts and/or consultants on the development, implementation and monitoring of EDC’s overall work readiness training. S/he will also work closely with the M&E Manager and other technical staff to ensure the quality of the EDC-­‐led training activities and be responsible for training outcome reporting. This position is located in Addis Ababa with frequent travel to project operational sites in the Regions of Ethiopia.

As the Technical Manager, your responsibilities include [but are not limited to]:

  • Contribute to the development and implementation of the EDC work readiness training plan;
  • Coordinate with EDC home office curriculum development and training experts and/or consultants in the development of training curriculum and its implementation;
  • Work with EDC team ensure that youth receive the appropriate level of Work readiness training; this to be determined through the use of Out of School Literacy Assessments OLA and Regional Youth Assessments conducted by the project for each of operational areas.
  • Provide technical assistance to project partner organizations in the selection, recruitment, enrolment and participation of youth in EDC work readiness training interventions
  • Support the project team with the development and implementation of post work readiness training strategies which will focus on work based learning opportunities for those entering wage earning employment, and self‐employment and entrepreneurship training for youth wanting to “be their own boss”.
  • Coordinate with the senior and technical staff of EDC’s partner organization to establish and strengthen linkages between educational institutions and industry.
  • Work with EDC Home Office technical staff to develop and deliver train­‐the‐master­‐trainers courses to project instructors and facilitators;
  • Mentor master trainers during post-­‐training implementation of newly developed curricula, and assist master trainers to become competent mentors for newly trained instructors;
  • Work closely with EDC and project M&E staff in the development of training evaluation design and tools and ensure their proper and consistent application in the field;
  • Coordinate with appropriate M&E staff in data collection pertaining to training activities
    • outputs and outcomes; qualitative and quantitative information
  • Analyze data collected on training – application of curriculum and training methodologies and play lead role in the review, adaptation and introduction into use of revised tools and methodologies;
  • Contribute narrative and quantitative information on outputs and outcomes for reports on training activities EDC is responsible for conducting
  • Coordinate with Communication Officer in developing success stories as pertaining to the outcome of training activities;

Support partner organizations

The project implements its activities through regional partner NGOs. EDC will be involved in providing institutional and human resource capacity development to project partners. Responsibilities in this regard will include:

  • Provide technical support to partner organizations in contextualizing the TOT curriculum as needed;
  • Work closely with technical staff in monitoring the quality of TOTs and WR trainings and provide all necessary technical support to partner organizations and trainers/facilitators as agreed upon with the project;
  • Coordinate and work closely with EDC short-term technical staff to provide assistance and support to regional partners as this is defined and scheduled

Other responsibilities

  • Participate in the creation and dissemination of training and post‐training intervention success stories;
  • Contribute information to and be involved in the preparation of ad hoc report and other training and post­‐training intervention products;
  • Provide support to project team members as needed;

EXPERIENCE AND QUALIFICATIONS:

  • Master’s Degree in Education/Social Sciences preferred
  • Minimum of 7-­‐8 years’ experience in the field of education and training, preferably focused on youth training and on management of education and skills development initiatives.
  • Experience with curriculum development, instructional design and training delivery of train-­‐the-­‐trainers
  • Knowledge of and experience in youth livelihood and workforce development
  • Experience working with public-­‐private partnership initiatives
  • Knowledge of on-­‐line and off-­‐line learning tools and techniques
  • Ability to work a team member and also independently
  • Ability to prioritize and manage activities with minimum supervision
  • Strong organizational, communication, computer, and interpersonal skills
  • Good technical writing skills in English
  • Ability to work effectively with diverse
  • Fluency in at least one of the project languages required: Amhara, Oromia, Somali and Tigray.

IMPORTANT CONSIDERATIONS:

  • This is a full-­‐time consultancy position starting immediately until the end of December 2015 with a possibility for longer-­‐term engagement during 2016.
  • The consultant must have his/her own tax identification number and is obliged to pay any and all tax, applicable to Ethiopian law.
  • Daily rate will be based on salary / consultancy rate history.
  • This is a local consultancy position and is open to Ethiopian citizens and non-­‐citizens with valid work authorization.
  • Payment for consultancy fees will be made from the US and transferred to the consultant’s Ethiopian bank account

The activity has a primary emphasis on work readiness preparedness and training for self-­‐employment as well as work-­‐based learning for youth finding employment post-­‐EDC training.
