UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to a positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.
The Law and Order Trust Fund for Afghanistan (LOTFA) was set up as a mechanism for the international community to mobilize resources for the establishment, payment, equipment, training and gender enhancement of the Afghan police force, under the Ministry of Interior (MoI), Government of Afghanistan. The first five phases of the project have been completed, implemented over the period, 2002-2010.
Under the current Phase-VI (effective 01 January, 2011 through 2014), the project has evolved into a more substantive platform with an expanded capacity development component for consolidated sustainability of the established systems and processes, and a separate community policing component for decentralized support to the police towards more effective service delivery. The project activities are clustered around three distinct pillars i.e. (i) police and prisons staff remuneration, and police infrastructure; (ii) capacity development and institutional reform of the MoI; (iii) democratic policing. The enhanced capacity development activities will be undertaken based on a comprehensive capacity needs assessment of the MoI resulting in the development of an overall capacity development strategy. The democratic policing activities will build on the pilot initiative of UNDP implemented during 2010 in identified Kabul districts, for expansion of the programme to a larger number of provinces /districts across the country.
