Job Description

Project title: Technical and Development Assistance to the Programme “Monitoring for Environment and Security in Africa” (MESA)

Brief description: The Monitoring of Environment and Security in Africa (MESA) programme intends to contribute to poverty eradication and sustainable development by addressing the need for reliable, timely and accurate land, marine and climate data and information for Africa, fully exploiting Earth Observation (EO) data and technologies.

The MESA program aims at strengthening the programmatic and financial support to AUC in the implementation of the MESA program. Over the next months, the workload to will be largely increasing due to the start of the grants execution and the implementation of other two contracts namely training and infrastructures. Grant monitoring and evaluation system will become crucial as the system will have to feed the interim report on a semi-annual basis and inform the decision mechanisms system. Monitoring and support to the two contracts namely infrastructure and training will be another area where support from the MESA central office is required. Verification on financial documentation and check on compliance and quality criteria will be also be essential. It is hence necessary to provide adequate support to the current staff already engaged in program monitoring and evaluation and financial control working out a rational division of labour. The officer will report to the Team Leader and will work in closed collaborations with the Technological Development Expert and the other Thema expert working at the RIC.

The overall objective of this consultancy work is to deliver training in GIS and Remote Sensing (RS) to maximum of 5 staff in each of the 6 countries.

The main specific objectives are:

  • Preparation of training materials to deliver a course aimed at introducing staff to GIS and remote sensing and their application to forest monitoring
  • Carry out training of national forest focal points in 6 countries for 10 man-days in each country

Duration of the assignment: 75 days

Requirements:

Qualifications and skills

- Masters’ Degree or equivalent in Natural Resources management or Geo-information systems or forestry from a recognized university

- Certificate/Diploma in GIS if candidate does not have a Master’s degree in geo-information

- Possess over 2 years of experience in using QGIS related to NRM and Forest Monitoring

General professional experience:

- At least 2 year’s experience in training students in GIS/RS and Geoinformation related subjects

- Knowledge of Forest mapping and monitoring Knowledge of REDD+ mapping using GIS required

- GIS and remote sensing analytical skills using open source software (QGIS) for image processing and analysis

- Fluent in either English or French with a proven working knowledge of the other language

- Good writing skills

Specific professional experience:

- Technical skills on the subject of Forest monitoring, mapping, and REDD+ mapping using QGIS

- Good background in remote sensing and QGIS techniques and applications, mainly for multi resolution/sensor approach, spatial analysis

- Good experience in forest mapping, imagery classification and spatial data modelling
