The Guatemala National Institutions Strengthening (NIS) Project is a cost-plus-fixed-fee contract funded by the United States Agency for International Development (USAID). NIS aims to support the Government of Guatemala’s (GOG) reform efforts to create an effective and transparent public financial management system (PFM) that will enable enhanced governance by reducing opportunities for corruption in Guatemala and will result in improved public service delivery as a deterrent of illegal migration. It has the following objectives: 1) Improving GOG budget planning and preparation; 2) Improving GOG public expenditure management; 3) Increasing GOG domestic revenue mobilization capacity; and 4) Increasing oversight, fiscal transparency, accountability, and public-private dialogue.
Role’s Purpose:
The Technology and Innovation Manager will spearhead the review, reform, and integration of governmental public financial management IT platforms, promote user uptake and lead training on systems. Working closely with the Public Financial Management Specialist, the NIS Project team and partners, the Technology and Innovation Manager will engage with Government of Guatemala counterparts, SEGEPLAN, MINFIN, SAT, GAE to optimize their IT and integrated planning and financial management practices to increase efficiency, accountability, and transparency.
1. Objectives and Duties
· Develop and implement the project’s IT strategy to support the main project counterparts to optimize their IT systems in substantive areas of budget planning, public procurement, tax administration, and other e-government services.
· Assess IT needs of the institutions, develop and implement a plan to address these needs through project activities, including technical and material assistance, and capacity building support.
· Support the recruitment, hiring and supervision of IT services, such as through IT professionals including systems architects, front-end and back-end developers, and user experience designers, and will hire and manage local IT partner companies, depending on the need, to carry out specific scopes of work. He or she will be responsible for the supervision and quality control of all project IT activities through consistent monitoring and feedback.
· Serve as an expert and technical resource for the project staff and the government counterparts at SEGEPLAN, MINFIN, SAT and GAE, and any other key stakeholders to implement and achieve the NIS’ objectives.
· Serve as technical liaison between the normative areas, the technical teams from the project and government counterparts, providing guidance, strategy, and support to the IT management, architects and developers in the design, development and implementation of IT-related projects as part of the NIS implementation.
· Support the NIS project team in the development of reporting and contractual deliverables, including providing input and contributions to work planning, project management, and monitoring and evaluation, among other.
· Other tasks as assigned by the Public Financial Management Specialist, and the NIS’ Chief of Party.
2. Qualifications
· Degree in information technology, system design, IT management or another related field
· At least 10 years of experience developing IT strategies, system specifications, user interface design and other tasks related to IT system improvement, including experience in the lifecycle of software development and management of IT teams.
· At least 5 years of experience in process analysis and process engineering, especially under the BPMN 2.0 standard
· Experience preferred in supporting the recruitment of IT professionals, hiring and managing IT services and local IT partner companies.
· Experience preferred in network management, serves, Oracle 11g databases, and microservices
· Experience preferred in public and private cloud technology
· Experience preferred in the design and implementation of digital transformation or innovation initiatives related to areas such as public financial management, tax administration, and e-government services.
· Experience preferred in providing technical IT assistance to governmental institutions and USAID-funded projects
· Fluency in written and oral Spanish; preference for advanced level of written and oral English
