Job Description

Background

Unidos por la Justicia is framed within the Country Development Cooperation Strategy (CDCS) 2020-2025 for a more prosperous, democratic, and secure Honduras where citizens, especially young people, are inspired to stay and invest in their future. The objective is to strengthen justice and security institutions to ensure they are more effective in reducing violence, impunity, and protecting human rights by improving institutional performance, transparency, and quality of participation, as well as citizens’ access to justice.

Unidos por la Justicia will accompany institutional and civil society efforts to support tertiary prevention focused on children, adolescents and youths with the objective of facilitating their access to social, economic, and positive development opportunities that strengthen pro-social behaviors and make them dynamic agents in the construction of their future and society.

Unidos por la Justicia has presence in the following municipalities: Central District, San Pedro Sula, Choloma, Tela and La Ceiba and plans to support counterpart implementation of an enhanced tertiary prevention model based on the grantee
organizations’ context and experience and responding to international standards and evidence-based practices.

Conceptual Considerations

The following concepts should be taken into account in the preparation of applications for this consultancy:

  • Tertiary prevention: Interventions aimed at reducing the risk of delinquent behavior and prevent recidivism or children, adolescents, and youths in conflict with the law.
  • Youth: According to the project’s findings, it refers to children, adolescents, and young people aged 10 to 29.
  • Life skills: are defined as “a broad set of skills, competencies, behaviors, attitudes, and personal qualities that enable people to effectively navigate their environment, work well with others, perform well, and achieve their goals”. (Lippman et al. 2015).
  • Evidence-based practices (EBP): Interventions based on theoretical

Overall Objective

Develop methodological adaptations to tertiary prevention initiatives implemented by the project’s partner organizations. In addition, respond to the needs and risk factors of children, adolescents, and youth, focused on the individual, family, community, and society. Minimum standards based on evidence-based practices are to be considered.

Specific Objectives

  • Analyze the project’s partner organizations’ strengthening needs to achieve higher, international standards for evidence-based interventions.
  • Facilitate a process of providing technical assistance that allows Unidos’ partner organizations to adopt minimum standards of tertiary prevention in their interventions, taking them to a higher level of intervention with an evidence-based approach.
  • Design methodologies, instruments, guides, manuals, and other similar products required to develop and facilitate adoption of the enhanced tertiary prevention model characterized by integrity, model fidelity, and quality assurance, and supported by monitoring and evaluation components.

Consultancy Outputs - Expected Results

In accordance with the established objectives, the consultancy must collect and analyze information within the established timeframes and ensure the existence of an objective and accurate evidence base that supports project implementation. The consultancy’s expected outputs are:

Output 1- Work Plan: Represents a structured, methodical, and chronological description of the consultancy activities that meet the project’s technical team’s requirements.

Output 2- Methodology for evaluating counterpart interventions to identify areas that require strengthening: Organizational strengthening methodology should be based on the a situational analysis of the organizations and their contexts for providing tertiary prevention services. The situational analysis will describe the existing supply of tertiary services in Honduras and highlight the best practices in tertiary prevention from other countries that hold the most promise for successful replication in Honduras.

The Methodology should also indicate the level of intervention required to strengthen CSO capacities in tertiary prevention. The analysis should highlight methodological aspects related to the adaptation of:

Guiding fundamentals

Guiding principles

The level of intervention with young people to be performed

Theory of change

Characterization of participant profiles (staff and beneficiaries)

Mechanisms for post-intervention follow-up with the young people

Impact and response of participants

Output 3 – Methodological Adaptation Plan: The plan is a description of the objectives, methodology, activities, and timeframe for strengthening the capacity of partner organizations based on their level of experience and capacity. It may include the design of instruments, guidelines, or other similar products required for the adaptation of the tertiary prevention model or the training of interdisciplinary teams.

The plan will include a methodological path that allows a reader to visualize the strengthening process and the roles and work dynamics required of participating organization’s personnel to achieve the desired strengthening.

Output 4: Implementation of the Strengthening Plan and Consultancy Reports: Tools, guides, manuals, and other similar instruments will be used as needed to adapt organization’s tertiary prevention models based on the Methodological Adaptation Plan. This product includes at least three progress reports on the adaptation and application of the methodology and a final report that includes an analysis of the model’s initial and expected impact on the organizations that adopt it.

The structure of each deliverable will be established in the consultancy work plan. All products must be delivered in Word and PDF formats, using Arial 11 point font 1.15 line spacing, and written in a concise and orderly manner (sections, headings, titles, subtitles, numbering, etc.)

Geographic Scope

The methodological adaptation process will be developed in Unidos focus municipalities of the Central District, San Pedro Sula, Choloma, La Ceiba, and Tela, based on the location of partner organizations’ headquarters.

Activities to be Developed in the Consultancy

Activities will be carried out in accordance with a rights-based and gender-based approach. Without prejudice to other activities required to achievement of the established goals, the following will be carried out:

  • Participate in introductory meetings informing relevant stakeholders of the launch of the consultancy, its objectives, approach, and work dynamics.
  • Study Unidos’ existing report on worldwide standards of evidence-based experiences in tertiary prevention and its analysis of the supply of tertiary prevention services in Honduras in order to determine the level of technical assistance required by partner
    organizations.
  • Analyze the experiences of partner organizations to develop a strengthening strategy for methodological adaptation in accordance with evidence-based practice and minimum international standards. Establish viable scenarios for the methodological adaptation of each participating organization, along with the route for adaptation detailing areas that must be strengthened, the methodology for that strengthening, the profile of youth beneficiaries, intervention components, and other necessary elements.
  • Develop the partner organizations’ Methodological Adaptation Plan and conduct validation and adjustment workshops.
  • Design the methodologies, instruments, guides, manuals, and other materials that may be required for the tertiary prevention model’s adaptation.
  • Conduct training sessions for partner organizations on model adaptation.
  • Organize meetings to present the progress and results of the consultancy to Unidos’ supervisory team and other staff using PowerPoint presentations.
  • Hold meetings with other consultants conducting studies for Unidos so that your consultancy benefits from their findings, and vice versa.
  • Prepare consultancy reports with general information about progress and including information about the consultancy’s access to information, factors behind consultancy successes, lessons learned, recommendations for future processes, and a model for replication.

Consultancy period of execution

La consultancy will be carried out in 150 work days over a period of eight months with payments disbursed based on the following product/output delivery schedule.

The consultancy is expected to begin no later than August 10, 2023, depending on the contracting process.

Consultant’s Professional Qualifications and Experience
The following qualifications are required for the development of this consultancy:

University degree in sociology, social development, criminal psychology, criminology, or a related field relevant to the consultancy’s goals.

  • A Master’s degree in psychology, criminology, violence prevention, social research, security or other related fields is preferred.
  • 10 years’ experience designing or implementing tertiary prevention models.
  • At least eight years of experience in psychosocial interventions focused on children, adolescents, and youths at tertiary risk or associated with criminal gangs.
  • At least five years of methodological transfer experience is required.
  • At least five years of experience working in secondary and/or tertiary level violence prevention, juvenile justice, and a comprehensive approach to children and youth.
  • Ability for abstraction, to conduct analysis and synthesize information, ensuring rigor in the handling of information.
  • Proven writing skills.
  • Effective team coordination and communication skills.
