Project Summary:

The USAID Central Africa Regional Third-Party Monitoring (CART) project will establish independent, impartial, timely, responsive, contextualized, and forward-looking third-party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring and learning services that will increase USAID BHA’s and its implementing partners’ (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within Central Africa Republic (CAR), Democratic Republic of the Congo (DRC), and Republic of Congo (ROC). This project seeks to improve BHA’s capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

Position Summary:

The Third-Party Monitoring (TPM) Reporting and Data Quality Assessment (DQA) Support Consultant will support the ongoing TPM reporting and the upcoming DQA work on the CART project. The Consultant will work closely with the CART field office team including but not limited to the Senior Monitoring and Evaluation Advisor (SMEA), the Monitoring, Evaluation and Reporting Officers (MER), the Deputy Chief of Party (DCOP)-CAR&ROC and the DCOP-DRC. The Consultant will also work closely with the Headquarters Technical Manager. The Consultant will work closely with the CART field office team and home office technical staff. This is a Short-Term Technical (STTA) not a full-time position. The Level of Effort is 60 days and can be extended depending on new assignment. The anticipated level of effort will take from September 20, 2022, to March 31, 2023.

Responsibilities:

  • Work with the SMEA, MERs, Data & GIS Manager and Data Analysts to support the ongoing TPM report writing.
  • Use the raw and processed monitoring data to develop TPM reports using existing templates.
  • Support the capacity building of field staff on developing high quality TPM reports.
  • Review and finalize the TPM reports generated by the field staff.
  • Lead the analysis and reporting team during the report writing process.
  • Support the capacity development of the field team on designing the methodology and implementing the DQA activities.
  • Lead the DQA activities, while engaging the relevant field staff.
  • Draft TPM instruments for new modalities, as and when requested.
  • Support the capacity building of the data analysts and other staff involved in report writing processes.
  • Support monitoring of non-emergencies activities, including supporting Outcome Monitoring work.
  • Support other tasks, as and when requested by the senior leadership.

Qualifications:

  • Bachelor’s degree in social sciences required. Masters preferred.
  • Minimum five years of experience working on humanitarian assistance related work required, which may include implementation or monitoring and evaluation experience.
  • Minimum five years of experience supporting third-party monitoring projects required, including reporting and analysis.
  • Minimum five years of experience conducting DQAs preferred, including with humanitarian actors/awards.
  • Ability to work and travel to multi-cultural environments and build effective working relationships with colleagues required.
  • Ability to work in a fast-paced environment while remaining flexible, positive, and approachable required.
  • Experience working on assignments that have delivered high quality reports to USAID and/or other donors required.
  • Experience working with USAID and/or other international donors required.
  • Strong oral and written communication, analytical, interpersonal, attention to detail, organizational, and team management skills required.
  • Advanced language proficiency in English required.
