Positions: Three Advisors to Kabul Municipality, Afghanistan: - Municipal Finance Advisor - Urban Planning/Policy Specialist - Chief Technical Advisor (Sanitation) Duration: 6 months each

Afghanistan Reconstruction and Development Services is an organization of the Afghan Government, consisting of a Procurement Unit and a Technical Assistance and Feasibility Studies Unit (TAFSU). ARDS’ overall role is to provide support to the Afghan line ministries. The TAFS unit coordinates feasibility studies and recruits technical advisors on request of the different line ministries. TAFSU is now looking for a Municipal Finance Advisor, an Urban Planning/Policy Advisor and a Chief Technical Advisor (Sanitation).

The objective of the assignments is to improve the functioning of Kabul Municipality and increase the overall capacity within the municipality in terms of urban planning, municipal finance and sanitation. The scope or work comprises:

1. Municipal Finance Advisor - Assistance to the municipality in its daily financial functioning activities. - Advisory services on financial functions, including the assessment of feasibility of use of the Afghanistan Financial Management Information System (AFMIS) - Training of Kabul Municipality staff in finance.

2. Urban Planning/Policy Specialist - Advisory Services on Urban Planning addressing key urban sector policy issues facing Kabul, the existing organization and functioning of the Department of City Planning. - Assistance to Municipality in daily functioning - Training

3. Chief Technical Advisor Sanitation - Advisory services to the Municipality on the preparation of the Medium-term project for Kabul sanitation - Assistance to the Department of Planning in the management of the implementation of the Short-term project for Kabul sanitation, and the operational coordination with sector stakeholders (solid waste component, on-site sanitation component) - Assistance to the Department of Sanitation in the development and implementation of a programme of operation and management support, and the submissions of annual DoS budget and work-plans.

The successful candidates should have at least 10-15 years extensive professional experience in 1. municipal finance, planning including operational management and capacity building, private sector participation in urban service, 3. the WSS sector including solid waste management and on-site sanitation domains particularly in developing countries; a masters degree in a relevant field. You should have experience in donor agency/government interactions, donor practices, procedures and technical assistance protocols, be completely proficient in computer software such as MS Word, Excel, Power point and Project and be prepared to come with your own laptop computer for the assignment. You also possess excellent communication and presentation skills. Experience in the region will be an added advantage.
