Job Description

PROJECT DESCRIPTION and OBJECTIVE:

Kandahar is the second largest city in Afghanistan, with a population of about 512,200 as of 2011. It is the capital of Kandahar Province, located in the south of the country at about 1,005 m above sea level. Lorah Storage Dam Site is situated on Tangi-River which is located about 20-30km from the district capital, Arghestan and 120km from provincial capital, Kandahar. The site is reachable and adjacent to the main road. There are three alternatives for Lorah Dam site, which should be considered. The first alternative (Alt-1) is MEW original site, Alt-2 is assessed is 5.8 km d/s of Alt-1, and Alt-3 is 2.7 km d/s of Alt-2.

The dam coordinates and other specifics are:

There are more than 100,000ha is available for irrigation therefore, the sites need further studies. The river catchment area of Lorah to the dam site covers 21388 km2 most of which are steep hilly locations. The dam site is located at an altitude of 1409 meters above mean sea level (masl) but the catchment area extends to above 4500 (masl). The mean annual runoff at the dam site is about 145 Mm3, this is the amount of water to be stored to serve for irrigation. The better dam site is Alt-1, and its reservoir volume is about 175 Mm3 at 70 m height of dam and this is the required volume to contain the estimated annual runoff of 145 Mm3. the preliminary hydrological study show that the estimated Probable Maximum Flood (PMF) discharge at the dam site 6854 m3/sec, and the most critical factors for dam sites will be reservoir sedimentation and the large dam height required for sufficient regulation of the catchment water resources.

However, the proposed site is very attractive from availability of water resource, dam site suitability, irrigable lands potential and possibility of hydropower generation.

The following phases are included in this contract:

  1. Phase 1, feasibility studies and its investigations will:

  1. Determine the required technical and economical viability of the proposed dam project;

  2. Determine the optimal potential power and energy capability which can be derived at this site; and

  3. Determine the optimal amount of irrigable area which can be served by this project.

  1. Phase 2, will include Preparation of Detailed Design, Specifications, Drawing and Tender Documents of the all project components.

  1. PROJECT OUTLINE

    As indicated above the project will be carried out in 2 Phases as follows:

    3.1 Phase 1, Feasibility Studies

The feasibility Study Stage must be prepared according to World Bank standards and will include:

  1. Review of existing data, reports, studies, and proposals concerning to irrigation and hydropower generation, as well as its presentation in a coherent fashion, including data update, then Estimate of cost and time schedule for a feasibility investigation based on the previous studies,

  2. feasibility investigation and benefit comparisons of a limited number of technical alternatives considering the following elements:

    • Possible dam locations,

    • Potential heights and types of dam, resulting in different reservoir sizes and the required considerations of different environmental and social aspects

    • Primary Assessment of major environmental and social aspects of the considered locations.

  1. Project layout and design; involving a more refined generation simulation.

  2. Environmental and social impact assessment, including cost estimates for mitigation measures to be incorporated in the financial and economic analysis.

  3. Cost estimate at the feasibility stage of the entire Project;

  4. Feasibility study level financial and economic analysis of the Project

3.2 Phase 2 Preparation of Detailed Design, Specifications, Drawing and Tender Documents Ready for Bidding

Phase 2 involves the Detailed Design of all the components of the Project and the preparation of Tender Documents. The requirements of Phase 2 are as follows:

  1. The contractor shall provide key contract deliverables consisting of contract drawings, technical specifications, schedule, and table of values tied to the design analysis.

  2. The level of details to show sufficient adequacy of design in conformance with the intent of the project.

  3. The drawings shall be complete and sufficiently detailed for use in the contract for construction and Ministry of Energy and Water oversight of construction of the project.

  1. WORK SCHEDULE AND SCOPE OF SERVICES

    To achieve the project objectives, the following timing and scope of work is identified:

    4.1 Phase 1 (12 Months total duration)

    The following reporting will be required.

  1. Detailed monthly progress reports

  2. Detailed Inception report at the end of the 3rd month

  3. A Draft Feasibility Report will be submitted at the end of the 10th month.

  4. The Final Feasibility Report will be submitted at the end of the 12th month

The profile of the requested Topographic surveyor: input Months: 6

Indicative starting date: September 2014

The requested consultant MUST have ALL the following qualification:

Topographic surveyor with 15 years of experience in surveys related to major dam structures, large water conveyance and irrigation canals, tunneling and pump and pipeline system survey for design
