Job Description
Banyan Global is recruiting a Rwandan national Trade Facilitation Expert for the forthcoming USAID Rwanda Trade Facilitation Activity. The Trade Facilitation Expert will serve as a technical lead on activities related to coordination of trade facilitation services and interventions aimed at automating trade facilitation services and non-tariff barriers (NTB) removal including managing relationships with relevant institutions involved in Trade Facilitation. This position will be based in Kigali for four years.
Responsibilities
The Trade Facilitation Expert will be responsible for providing technical assistance and support to government and private sector stakeholders in the design, implementation, and monitoring of trade facilitation measures. This includes working to simplify and streamline border procedures, reduce costs and delays, and improve the predictability of trade. The Trade Facilitation Expert will:
- Serve as the Activity’s key technical liaison and advisor to Government and private sector actors in Rwanda involved in trade activities.
- Provide technical direction and leadership in the areas of trade facilitation, NTBs, and automation.
- Identify and oversee technical consultants and ensure high quality and timely deliverables.
- Facilitate public-private dialogue around issues on trade.
- Design and deliver technical training programs on trade facilitation topics to Government and private sector actors.
- Serve as Activity point of contact for local Activity partners.
- Provide technical leadership for project work planning, performance management, and strategic communications.
Qualifications
The Trade Facilitation Expert must be a Rwandan national and meet the following minimum academic qualifications and work experience requirements:
- Previous experience working on donor funded economic growth and/or trade projects in Rwanda.
- Demonstrated experience working to improve the efficiency and effectiveness of cross-border trade and identifying and addressing challenges related to trade regulations and procedures.
- Demonstrated experience providing technical assistance and training to government officials and private sector stakeholders on trade facilitation.
- Technical experience supporting government and private sector stakeholders on trade facilitation measures, including the implementation of the World Trade Organization Trade Facilitation Agreement (TFA).
- Excellent project management, oral and written communication skills in English, and computer skills.
- Bachelor’s degree (or equivalent experience) in the areas of Commerce, Business Administration, Economics, Management, International Trade Policy, International Customs Law and Administration or related field with equivalent experience in areas of Trade Policy or Customs/Trade Facilitation issues with working experience in trade facilitation, preferably in Eastern Africa.
