As a Traffic Management Specialist, you will be responsible for you will be responsible for performing a variety of assignments involved in the administration and management of an extensive import and export freight operations program that is a key part of the Department’s worldwide transportation system. He/she provides technical advisory services and performs duties relating to the planning, implementation and evaluation. This position is located in the Bureau for Management, Office of Management Services, Travel and Transportation Division.

KEY REQUIREMENTSAs a Traffic Management Specialist, you will: perform shipment mode and routing analysis, and utilizing a computer system to initiate, record, and monitor the shipment of personal effects for Agency employees; performs in-depth cost analysis of competing methods of shipment to determine the best value to USG, relative to cost and feasibility, for movement of personal effects; makes decisions on final shipment mode and routing based on analysis; counsels relocating Foreign Service Officers on shipping entitlements and methods utilized for shipment of their effects. Provide information regarding requirements for packing of household effects, unaccompanied air baggage, or shipments to storage, or privately owned vehicles.
Participate as a member of teams studying, planning, and implementing operational aspects of the Agency’s programs in the transportation field. This involves research, analysis and identification of program areas in developing applications for a more efficient, effective and economical transportation program. The work includes reviewing contracts for packing services; providing input for reports and statistical information regarding shipments, packing inspections and contract violation; and monitoring pre-payment and post payment audits of documents.
QUALIFICATIONS REQUIRED:In order for your application to be considered, you must meet the following knowledge, skills, abilities, and other characteristics (KSAOC’s) by the closing date of this announcement. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. This experience could have been gained in the military, public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move personal and household effects of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; applying practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a Traffic management functional program; performing independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures; and analyzing and interpreting technical traffic management requirements and guidelines to perform a variety of assignments for which there are general precedents.
To qualify for this position at the GS-11 level you must possess at least one of the following:
One full year of specialized experience. Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 level. Examples of qualifying specialized experience at this level include: managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move personal and household effects of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; applying practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a Traffic management functional program; performing independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures; and analyzing and interpreting technical traffic management requirements and guidelines to perform a variety of assignments for which there are general precedents.

Posses a PH.D. Or equivalent doctoral degree, or three full years (54 semester hours or equivalent) of progressively higher education leading to such a degree or LL.M. if related to duties of position.
