ABA ROLI is seeking an expert in educational evaluation with emphasis on the Kirkpatrick model for Judicial Education at the Rodrigo Lara Bonilla Judicial School (JTS) in Colombia. The Consultancy will be for an initial period of 2 months, with a possible extension. This may include but is not limited to the duties below.
● Facilitate the integration of the Kirkpatrick training evaluation model into the JTS.
● Assist ABA ROLI in developing program deliverables associated in this subject
● Develop tools and methods of evaluation for course content in updated curriculum aimed at judges and other judicial actors and elaborate guides or material that describes the application of such tools and methods.
● Prepare materials, present and develop workshops on training evaluation model.
● Bachelor’s degree in a relevant field required (educational, administrative); higher level degree preferred.
● 10 years of relevant work experience.
● Working knowledge of best practices in adult learning and/or government performance management.
● Experience working with government institutions.
● Proven knowledge of and experience implementing training evaluations.
● Experience developing and institutionalizing monitoring and evaluation processes.
● Experienced in staff capacity building and training. (Evaluation)
● Professional or native fluency in Spanish and intermediate English knowledge.
● Publications in training evaluations preferred.
● Research skills to support guides, instructions or documents created.
● Ability to assess the organizational structure and propose solutions to improve the evaluation processes.
● Knowledge of the application of Randomized Controlled Trial – RCT evaluation or Quasi -experimental evaluation
● Experience in the systematization and analysis of data related to evaluations in educational environments.
● Prior experience using the Kirkpatrick model for training evaluation highly desirable.
● Experience within the justice sector strongly preferred or experience working with multi-disciplinary teams.
● Experience working with training schools or education units.
● Ability to develop guidelines and/or instructions that explain the design, application and analysis phases of evaluation results.
● Experience in designing evaluation plans at the organizational level.
