This Task Order will provide training curriculum requirements, to assist the Office of the Under Secretary of Defense for Policy (OUSD(P)) and the Defense Institute of Security Cooperation Studies (DISCS). These training courses will build capacity for DISCS’s education and workforce development missions in support of security cooperation workforce competencies and job/tasks, as developed by the Defense Security Cooperation Agency (DCSA) Workforce Development Directorate. The candidate will assist DISCS in developing and updating workforce development curricula based on Department of Defense (DoD) security cooperation (SC) Assessment, Monitoring, & Evaluation (AM&E) policy, identified needs, and SC Workforce competencies and job/tasks.
The training team will develop an SC AM&E Practitioners Toolkit for conducting partner assessments and Initiative Design Documents, and a hybrid online and resident AM&E course to support development of workforce capacity. The training team will also provide course instructions for these classes to SC professionals in the National Capital Region (NCR), and various CONUS/OCONUS Geographic Combatant Commands, as well as other locations as required. Workforce development curricula must be flexible and adaptable to the training needs of a variety of security cooperation stakeholders and should allow for courses and training modules that vary from one-hour online learning modules, to three-day in-residence courses.
