Job Description

This Task Order will provide training curriculum requirements, to assist the Office of the Under Secretary of Defense for Policy (OUSD(P)) and the Defense Institute of Security Cooperation Studies (DISCS). These training courses will build capacity for DISCS’s education and workforce development missions in support of security cooperation workforce competencies and job/tasks, as developed by the Defense Security Cooperation Agency (DCSA) Workforce Development Directorate. The candidate will assist DISCS in developing and updating workforce development curricula based on Department of Defense (DoD) security cooperation (SC) Assessment, Monitoring, & Evaluation (AM&E) policy, identified needs, and SC Workforce competencies and job/tasks.

The training team will develop an SC AM&E Practitioners Toolkit for conducting partner assessments and Initiative Design Documents, and a hybrid online and resident AM&E course to support development of workforce capacity. The training team will also provide course instructions for these classes to SC professionals in the National Capital Region (NCR), and various CONUS/OCONUS Geographic Combatant Commands, as well as other locations as required. Workforce development curricula must be flexible and adaptable to the training needs of a variety of security cooperation stakeholders and should allow for courses and training modules that vary from one-hour online learning modules, to three-day in-residence courses.

Workforce development topics will include:

  • Security Cooperation and AM&E basics
  • How to conduct a partnership assessment
  • How to develop an Initiative Design Document (IDD)
  • SC theory of change and logic framework
  • How to develop performance indicators
  • How to conduct performance monitoring

Responsibilities:

  • Oversees, facilitates, and evaluates conferences, trainings, symposia, meetings, workshops and focus groups
  • Possesses skills in facilitation, training methodology development and evaluation, process reengineering across all phases, identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices
  • Experience is also required in information systems development, functional and data requirements analysis, systems analysis and design, program design, workshop and focus group facilitation, and documentation
  • Designs scope of facilitation process, identifying level of effort required, participants, key stakeholders, and decision points
  • Diagnoses and analyzes organizational problems, often through focus or workshop groups
  • Ensures that session minutes, conclusions, and decisions are documented and distributed
  • Engages in team building, coaching, leadership development, and consensus building

Minimum Qualifications:

  • Active DoD Secret clearance
  • Master’s + 4 years’ experience, preferably in Education
  • Bachelor’s + 6 years of direct experience with facilitation of training or exercise events
  • Prior experience with Assessment, Monitoring & Evaluation

Preferred Qualifications:

  • Masters degree+ 6 years’ experience in area relating to the project, training and facilitation
  • Outstanding interpersonal skills and ability to interact with individuals at all levels
  • Flexibility and ability to travel, experience working or living overseas preferred
  • Experience in adult learning theory and practice
  • Significant experience in training and facilitation
