About the Opportunity

KPMG is bidding for the Foreign, Commonwealth & Development Office (FCDO) Transforming Education in Ethiopia (TREE) programme and seeks an experienced Team Leader to lead the overall strategy, delivery and operations of this Programme.

Ethiopia is one of the priority countries for the UK’s development strategy and the UK is a longstanding supporter of education initiatives there. TREE, funded by FCDO, aims to support Ethiopia in protecting education gains to date and to level up regions with poor education outcomes and educational inequity. This will be achieved through a focus on equity, including girls, targeting other marginalised groups, and developing regions; and a focus on improving learning outcomes, particularly foundational learning, and the transition to secondary school.

The key intended outcomes of the TREE programme are i) Increased access to education for girls and other marginalised children; and ii) Improved teaching quality and learning outcomes. This will be achieved through the following primary focus areas:

1.Teacher and School Leadership Development: Supporting the government in improving the quality of teaching and learning in targeted schools by providing training, resources and guidance to school leadership and teachers to improve classroom practices and management systems in the schools. 2.English Language Teaching and Learning: Enhancing teaching and learning in English Language as a subject in targeted schools and improving the use of English across the curriculum. 3.Equity, Inclusion and Girls’ Education: Increasing access to education among the most marginalised children, particularly girls, and ensuring that they stay in school and learn. Strategies may include working with and supporting, selected communities to increase support for gender and social inclusive education, and empowering local actors.

Scope of Work for the Team Leader

The Team Leader will be responsible for overseeing the programme execution, ensuring the project team’s strategic alignment with the overall outcomes, and fostering strong stakeholder relationships to achieve sustained impact. The Team Leader will also be the primary liaison contact with FCDO. In delivering her/his roles and responsibilities, the Team Leader will be directly supported by the Technical Assistance Lead, Fund and Financial Risk Management Lead and the larger Programme Management Unit.

Key Roles and Responsibilities of the Team Leader

Programme Leadership and stakeholder management:

·Represent the service-providing organization and fosterstrong relationships with National and Regional Governments, Regional Bureaus, FCDO, school leadership, and consortium partners.

·Provide overall technical and management leadership to the service delivery team to ensure quality and timely delivery of the project.

·Oversee, support, and delegate the tasks to the Technical Assistance Lead, Fund and Financial Risk Management Lead and other Technical Leads in delivering their respective set of responsibilities.

·Lead the development of yearly work plans and their monitoring; preparation of project strategy documents; and overall implementation measures for achieving short-term and long-term project outcomes.

·Lead the development, implementation and monitoring of the risk management framework.

Performance Management:

·Develop and manage a performance plan aligned with programme deliverables.

·Incorporate stakeholder feedback into the delivery measures to ensure effectiveness and client satisfaction.

·Review and finalise reports as required by the client.

·Ensure that the various elements of programme technical and management support are consistent with one another to maximise synergies, fit closely to the theory of change and results framework and address the specific requirements in each case.

Contract and Budget Management:

·Ensure compliance with the contract management plan including key deliverables and timelines.

·Track progress, communicate with FCDO, manage risks, and ensure timely obligations.

·Monitor and adjust budgets, implement cost controls, and forecast cash flows.

·Oversee and support the Programme Management team in ensuring effective utilisation and management of programme funds.

Client Communication and Reporting

·Report to FCDO through formal and informal channels, ensuring timely and high-quality content. ·Represent the project in professional networks and forums. ·Share best practices and lessons learned with stakeholders. Key Qualifications Required

Education Qualification:

Advanced Degree (or equivalent) in Education, Development Studies, Social Sciences, Public Administration, Management or other related fields

Work Experience:

·Minimum 10 years’ experience in the education sector, some of which should be in Ethiopia

·Extensive, proven leadership skills.

·Extensive experience in implementing large-scale complex and multi-stakeholder technical assistance programmes, preferably in the education sector.

·Proven experience in successfully delivering education programmes in complex development programme settings with bilateral and/or multilateral organisations.

·Proven track record of providing strategic direction, building leadership and consensus.

·Prior experience in a Team Leader, Programme Director or similar role for FCDO will be advantageous.

·Experience and knowledge of the Ethiopian context is preferred.

Technical Knowledge:

·Sufficient understanding of education delivery through different channels, and education systems reform in Ethiopia, together with an understanding of the political and cultural context and challenges in the country.

·Understanding of the specific challenges faced by marginalized groups, particularly in accessing education.

·Proven record of understanding and interacting with research and adaptive learning.

Competence:

·Ability to work effectively and collaboratively with the team, client, and the stakeholders involved in the project.

·Ability to develop constructive relationships with government entities and other stakeholders, at both strategic/systems and service delivery levels including positive influencing skills.

·Strong leadership and communication skills to guide and mentor and motivate a diverse team of experts to deliver the programme outputs, including change management.

·Ability to communicate effectively with the FCDO and other key stakeholders involved in the programme.

·Fluency in English.

·Knowledge of Amharic will be advantageous but not essential.

Recruitment for this role is contingent upon the successful

award of the project, and the final applicant’s selection is

subject to FCDO approval.
