Position : Translation and Interpretation Services Panel

Duration : Panel members will be engaged for short-term inputs up to June 2024

Reports to: Operations Manager, Partnerships for Infrastructure (P4I)

Required: Translators / Interpreters

Location : Home-based, with local travel as required for particular assignments.

P4I partner countries: Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste and Vietnam.

Other countries for remote work only where possible.

Background

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to foster inclusive growth through sustainable infrastructure. P4I works with and provides services to Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

The focus is on infrastructure planning and prioritisation, procurement, and policy and regulation, using either rapid or longer-term infrastructure advisory services, government partnerships, and regional learning and networking. All services include the cross-cutting priorities of gender equality and social inclusion, and disaster risk reduction and climate change.

Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One. P4I has a regional hub in Bangkok, with staff in Canberra and each target country location.

Purpose

With P4I’s services covering 8 countries across Southeast Asia, there is a need to have a pool of remote suppliers across the region who can contribute to P4I’s outreach and engagement with locally engaged counterparts. P4I’s activities involve the engagement of a variety of public and private stakeholders throughout regional organisations, institutions and government ministries. It is paramount to the success of P4I and the delivery of principled, sustainable and effective development that communication between P4I and relevant counterparts is accurate and clearly conveyed.

The purpose of this tender is to identify experienced translation and interpretation specialists who can support and facilitate the precise communication of materials, workshops and meetings between counterparts within the region.

This is a Request for Quotation only. Issuance of this RFQ does not in any way obligate P4I to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer.

Scope of Work

P4I invites applications from suitably experienced individuals or organisation(s) to form a Translation and Interpretation Services Panel. The panel is a database of organisations and individuals with demonstrated experience delivering high quality interpretation of local languages to English and vice versa, delivered through many different mediums (in-person, simultaneous translation, physical materials etc).

Panel members are then contracted and mobilised quickly for specific consultancy opportunities when they arise, minimising application and procurement processes. The Translation and Interpretation Services panel will be delineated by relevant language(s) delivered and made up of skills and expertise in the following areas:

Languages:

Lao, Thai, Khmer, Vietnamese, Tagalog, Malay, Bahasa Indonesia, Tetum.

Roles & Responsibilities

The type of roles and responsibilities required by P4I either regionally or in individual countries includes:

  • General Translation – Translators and interpreters will be used to translate English to either Lao, Thai, Khmer, Vietnamese, Tagalog, Malay, Indonesian or Tetum and vice versa. Services may be required for videos, publications, social media posts and during events.
  • In-person Translation – Opportunities for roles dedicated to conducting physical, in-person translation will be subject to COVID-19 considerations. These services will include meetings, workshops and events.
  • Simultaneous Interpretation – The active translation of speeches at events and within meetings and workshops will be key to facilitating discussion between counterparts.
  • Consecutive Interpretation – The interpreter with excellent note-taking skills, providing interpretation services during various processes.
  • Material Translation – The interpretation of materials prior to meetings, workshops and events is a primary service needed by P4I as the programme seeks to engage more holistically with partners.
  • Virtual Translation – Plenty of opportunity exists for services that can effectively deliver translation over virtual platforms.

Infrastructure-specific – Experience communicating the effective translation of technically accurate infrastructure-specific terminologies will be viewed favourably, but no experience in this field will not exclude candidates from being considered.

While P4I’s main engagements are government-to-government, translation services have the chance to occur across all major cities within the P4I partner countries listed. Suppliers that establish their capacity to deliver across multiple cities within countries, or across the region, will be viewed favourably compared to those just offering services in capital cities.

Terms of engagement

Successful candidates will be added to the Translation and Interpretation Services Panel. Each time a panel member is offered an assignment, the fee rate will be negotiated based on local labour standards in the relevant country. For each assignment, a Service Order will be issued outlining the assignment terms and duration.

Opportunities will be made available to members on an as-needed basis and offered in a range of ways, including, but not limited to: open calls to all panel members; limited calls for expressions of interest; and occasional cases of direct engagement.

Each opportunity is dependent on an assignment’s requirements and the skillsets of the available panel members. Inputs will vary in terms of scope and duration, depending on the needs identified.

Being a member of P4I’s Translation and Interpretation Services Panel provides no guarantee of work. The panel will operate in accordance with Australia’s Commonwealth Procurement Rules.

Please note, all Intellectual Property created under the Australian Department of Foreign Affairs and Trade (DFAT) contracts or subcontracts is vested with the Australian Government (or its nominee) immediately upon its creation.

When applying for one or more of the skill areas listed in the Scope of Work section, please use the Translation Services Panel Response Template (Annex 2) in the attached TOR. Each section of the template contains detailed instructions necessary to satisfactorily respond to the assessment criteria. Please note:

Section 1: Company and Lead Translator Details – Section 1a. requires the detailing of all information relevant to conducting business with the applicant, with the grey text serving as the minimum of detail of information. Section 1b. is essentially a template for the applicant to input the CV of the lead translator, linking their proficiency to services provided. Where organisations have multiple service leads, please repeat the template as many times as necessary.

Section 2: Company/Individual Background and Information – This is a freeform section allowing the applicant to detail their background, proficiency in their nominated service areas and experience delivering within the international development industry or other relevant sectors.

Section 3: Services Offered – Please input rates and any additional services offered against your nominated languages.

Section 4: Past Experience – Opportunity to detail experience relevant to P4I’s objectives and operation.

Section 5: Referee Table – Please provide the contact details of three referees who can attest to your proficiency in your nominated service areas.

Applications should be no longer than three pages, should include all information listed in the Response Template and should clearly and concisely detail why your organisation should be considered for P4I’s Translation and Interpretation Services Panel. Please refer to Annex 3, Application Assessment Criteria, to ensure you submit a detailed application.
