Background: The Government of the Islamic Republic of Afghanistan (IRA) has received financing from the World Bank toward the cost of the Public Administration Capacity Building Project, and intends to apply part of the proceeds for consultants’ services. The services include technical support, capacity building, and guidance.
The Internal Audit (IA) Department in the Ministry of Finance (MOF) is in the process of giving class room training to its staff in accounting and auditing. After completing the class room training they will be assigned to various departments for conducting internal audits under the guidance of International Audit Experts. These international audit experts are expected to commence their training from June 2007. The IA Department is also developing Internal Audit Manual, Internal Audit Procedures, Charter etc in English.
The project now requires three Interpreters / Translators, who will (a) interpret / translate (from English to Dari / Pashto) while the training is being imparted by the International Trainers to the Afghan staff and (b) translate the documents mentioned above and other training materials from English to Dari / Pashto or vice versa.
Duties & Responsibilities
(a) Oral translation: 1. Translation from English to Pashto / Dari, the On-the-Job training being given by International Audit Experts to Afghan staff 2. Translation during meetings, conferences 3. Responsible for providing good quality translation
(b) Written translation: 1. Translation of project documents such as Internal Audit Manual, Audit Procedures, Code of Ethics, Charter etc from English to Dari / Pashto and vice versa. 2. Translation of internal audit department documents 3. Responsible for providing high quality translations within specified deadlines 4. Other duties assigned by the supervisor
Terms of Agreement: Services shall be provided on the basis of a six-day workweek, from Saturday through Thursday. The duration of this position will be for one year. The Agreement may be extended for a longer period subject to the agreement of MOF and the Director / Coordinator. An attractive salary will be given depending on skills, qualifications and work experience of the selected candidates.
Qualifications Required: 1. University degree in literature, preferably in English, or any other relevant degree. 2. Ability to Read, Write and Speak fluently in English, Dari and Pashto in a professional level. 3. A minimum 3 years of experience as translator. 4. Work experience with any government organization will be desirable 5. Good computer skills with competence in the use of key computer software programs. 6. Good organizational skills.
