Summary

The Transportation Team Leader position is an integral function of the Engineering Support Program (ESP) implementation and reports directly to the COP. Has responsibility for leading and managing all transportation aspects of the program, providing program-wide supervision of transportation Quality Assurance monitoring and design reviews. Ensures that program scopes and designs meet the needs and requirements of IRD and the donor.

Essential Job Functions

  • Provides management and coordination of the Roads Team, comprising internationals, national engineers and support staff; oversees construction site inspections procedures; mentors and trains local national QA Engineering staff;
  • Liaises and coordinates with USAID, Afghan Ministries, and Contractors in road area;
  • Ensures all staff are in compliance with quality assurance, safety, health, and environmental plans;
  • Provides technical coordination with relevant Contracting Officer’s Representative (COR). Inclusive but not limited to documentation, construction codes, and salient Quality Assurance Issues;
  • Prepares and delivers Job Order work plans, budgets and subsequent management plans.
  • Prepares and reviews routine reports required by contract and approved Workplan, as well as ad-hoc reports as requested by donor;
  • Attends meetings and provides technical advice to donor to assist in the delivery of the construction contracts;
  • Reviews and comments to USAID COR on Contractor-submitted Invoices, plans and other contract required submittals
  • Processes Value Engineering proposals and issues;
  • Monitors construction schedules;
  • Monitors and reports on deviations and deviation corrective actions;
  • Trains, manages, and mentors team; ensures local staff are trained and equipped to accomplish responsibilities efficiently;
  • Manages files and documentation of transportation activities; and
  • Performs other duties as assigned.

Required Skills and Experience:

  • Bachelor’s degree plus 15+ years of experience OR Master’s or PhD in Civil Engineering plus 13 years of experience in road construction;
  • Professional Engineering License (PE), Chartered Engineer or equivalent;
  • Minimum of 10 years road/bridge design and/or road/bridge construction management and superintendence;
  • Minimum of 5 years practical experience in managing projects teams and contractors, including site engineers, quality control engineers, surveyors and office support staff and other staff.
  • Minimum of 2 years of experience in managing road construction projects that are implemented by local contracting organizations in developing countries.
  • Fluency in written and spoken English, understanding of technical language, and demonstrated technical report writing experience;
  • Demonstrated ability to mentor local contractor in construction and paving techniques;
  • Demonstrated ability to work with diverse multinational staff;
  • Demonstrated working knowledge of IBC, ASHTO and other road construction codes.
  • Familiarity with Primavera scheduling tools; and
  • Must be flexible, willing to perform other duties and work irregular hours.

Preferred Skills and Experience

  • Master’s degree.
  • Working experience in conflict settings;
  • Demonstrated familiarity with community outreach and capacity building activities;
  • Familiarity with AutoCAD computer program and bridge road software; and
  • Understanding of local languages – Dari and/or Pashto.

Travel Requirements:

  • Up to 30%

Physical Fitness

All IRD personnel who work in Afghanistan must be physically able to:

  • Function for extended periods of time wearing personal protective body armor weighing approx. 35 pounds and a helmet weighing approx. 5 pounds;
  • Walk comfortably over rough terrain;
  • Ascend up to six flights of stairs on a daily basis.

Candidates will be required to provide medical certification to IRD’s satisfaction of the absence of any conditions that might impair a candidate’s ability to meet these requirements.

Confidentiality

  • The incumbent will routinely have access to sensitive information. This information must be safeguarded through management controls, personal integrity and physical safeguards.
  • As a senior member of the system support staff the incumbent has primary responsibility to ensure all data (including IRD proprietary information) is fully protected from unauthorized dissemination/distribution.
