Job Description

Background & Rationale

UNICEF’s Annual Results Reports outline the organization’s results against the Strategic Plan 2014–2017 to advance children’s rights and equity in the areas of health; HIV and AIDS; water, sanitation and hygiene; nutrition; education; child protection; social inclusion; humanitarian action; and gender. The reports detail what UNICEF achieved in each outcome area, working with diverse partners at the global, regional and country levels, and examine the impact of these accomplishments on the lives of children and families worldwide.

The Annual Results Reports include all results achieved under the specific outcome area regardless of the source of income. In addition, they are a contractual obligation for one type of funding received, thematic funding, and help to highlight its flexibility as one of UNICEF’s most effective and efficient funding sources.

UNICEF will produce an Annual Results Report for each outcome area of the Strategic Plan. Each outcome area undertakes a similar process to develop the Annual Results Report for Outcome Area, under the guidance of the Public Partnerships Division. As such, UNICEF is undertaking a consolidated recruitment process to identify two suitable candidates for the following outcome areas:

  • Education
  • Health

Each outcome area will contract a consultant to work directly with the team and be managed by the reporting focal point.

Purpose

The purpose of the consultancy is to coordinate the production of and write the Annual Results Report for 2015 in line with the Terms of Reference provided by UNICEF’s Public Partnerships Division (to be shared).

Expected results: (measurable results)

Under the supervision of the section’s reporting focal points and with the guidance of the Associate Director, we invite consultants to indicate their interest to undertake the following tasks:

  • Coordinate the production of the Annual Results Report (compile UNICEF staff inputs and other materials and draft, copy-edit and fact-check the overall report);
  • In addition to pulling from relevant information that will be provided such as Country Office Annual Reports and Strategic Plan indicator data, liaise and conduct consultations (by phone, skype, or email, as required) with key UNICEF staff and others (as required) to gather relevant information, to complete the Report for 2015, with a focus on 2015 results and also capturing overall trends since 2014;
  • Prepare first draft, subsequent drafts and final version* of the Annual Results Report; including fact-checking and proof-reading (including after the report goes to the designer); highlight the overall global and regional outcomes and the successes/challenges in key indicators for 2015;
  • Highlight selected investments made that were strategic and created bigger results in 2015;
  • Propose and develop stories of the impact of UNICEF’s work in 2015 that links to a broader change;
  • As part of the report, develop 4-6 longer/more in-depth case studies of countries with high impact interventions based on analysis of field-based data and through communication with UNICEF colleagues in the field; countries selected on the basis of the data analysis[1], will be a source of quantitative verifiable data and accomplishments ;
  • Make recommendations for future reports beyond 2015 using UNICEF multiple data sources.

Phase 1: Planning and consultation

  • Preliminary planning discussion with section focal points and agree to plan of action/timelines and synthesis of existing data/relevant information from key documents
  • Liaise and conduct consultations (in person, by phone/Skype, or email, as required) with key Education Section staff and others (Public Partnership Division, Division of Data Research and Policy, Programme Division, as required) to gather and internalize the relevant information
  • Liaise/initiate with Section focal points in writing the key components of first draft of Annual Result Report: a) overall trends with reference to the list of relevant global data sources; b) in-depth analysis of year 2015 and SP 2014-2017 implementation; c) global and regional outcomes- success and challenges; d) impact of outcomes and outputs that links to a broader change; e) highlights of selected innovative strategic decision that led to cost efficiency and economies of scale of strategic interventions in catalyzing and creating impact in delivering results

Phase 2: Draft and revisions*

  • Produce draft submissions as required of Annual Results Report and incorporate feedback from section focal points, Section Chief, Inter-Divisional Review Team, Editor and Programme Division Deputy Directors
  • Based on a global assessment, draft 4-6 case studies of high impact interventions from countries in selected successful programmes for inclusion in the report

Phase 3: Finalization

  • Finalize Annual Results Report, including final proofread, making any additional necessary changes
  • Provide recommendations for future Annual Results Report using UNICEF multiple data sources

Key competences, technical background, and experience required Deadline

Consultants must offer the following demonstrated experience, knowledge and competencies:

  • At least 6 years of Senior-Level professional work experience in a relevant field;
  • Previous results report writing experience, particularly with UNICEF producing global reports an asset;
  • Advanced university degree in social sciences or other related field, preferably with some specialized training in development studies;
  • Strong knowledge in programming and relevant technical fields (policy analysis, statistical analysis or other social science discipline);
  • Good knowledge of national programming principles, INGOs and NGO networks, and a strong knowledge partnership principles in development work;
  • Knowledgeable in results based management and results oriented approach to project implementation;
  • Previous experience in copy-editing and fact-checking;
  • High level proficiency in standard computer software, in particular, Microsoft word and Excel;
  • Excellent written and oral communication skills in English, of publication standard;
  • Persistence in follow up, tact and diplomacy to work with international personnel;
  • Demonstrated ability to meet deadlines;
  • Excellent written in English, of publication standard;
  • Familiarity with the UN and UNICEF programmes.
