GH-TAMS is seeking candidates for an Urban Health Activity Project Design Consultant for a USAID six-month assignment. The consultancy will be hybrid: in-country through at least October 12; remote through end of assignment (assignment will have 123 days of level of effort). Start date is approximately July 3, 2023.
Background:
Between 2019 and 2020, USAID/Uganda awarded the Maternal Child Health Nutrition (MCHNA) and the Family Planning Activities (FPA). The two activities are ending in 2024 and 2025 respectively. The proposed Urban Health Activity design will consolidate the scope of MCHNA and FPA and will address selected family health service delivery priorities for the Urban poor in Kampala city and selected districts around or close to Kampala city.
Role and Responsibilities:
The objective of the consultant assignment is to support the design team in the development of the Urban Health Activity. The Consultant will work closely with the USAID/Uganda core and extended technical/design team dedicated to this process. S/he will serve as the coordinator for the team and will be required to work with all team members (in groups and individually) to ensure the completion of key deliverables. The consultant should have expertise in global health, particularly in poor health settings in Sub Saharan Africa, and be an experienced strategic thinker and effective facilitator and writer. Should the design team deem it necessary to engage stakeholders and /or have co-creation sessions, the consultant will be responsible for facilitating these sessions.
The specific duties of the consultant will include, but are not limited to, the following:
Serve as the lead writer and editor of the Urban Health Activity design documents. The Design Consultant will synthesize the ideas generated by the design team and generate drafts of respective design documents for review. These documents include the concept note presentation, the program description, activity memos, meeting minutes, RFI, and the draft Notice of Funding Opportunity.
A. Management:
Complete non-disclosure and organizational conflict of interest certifications.
Schedule a standing weekly meeting/call with the Deputy Director, Office of Health, and HIV/AIDS to discuss progress, challenges, and suggest solutions to identified problems/issues.
Submit a weekly email to the Deputy Director, Office of Health and HIV/AIDS detailing progress on the assignment and deliverables by close of business (COB) every Friday or as agreed upon.
B. Review of Evidence
Review the Government of Uganda’s health related national policies, strategies, and planning documents. Synthesize the key recommendations or information from the reviewed documents for inclusion in relevant sections of the design documents
Review USAID/Uganda specific strategic documents and information on prior and existing health programs to inform the design approach, identify best practices, challenges, and opportunities. Synthesize the key recommendations or information from the reviewed documents for inclusion in relevant sections of the design documents
C. In-Country Meetings:
Participate in and document proceedings of the stakeholder engagement meetings. Synthesize emerging themes/ideas and actions from the meetings for the attention of the design team
Schedule meetings as appropriate between the design team and other USAID Offices like the Office of Assistance and Acquisition and the Program Office.
Revise the concept note, results framework, program description, and administrative procurement documents as needed based on consensus from the design team and USAID feedback.
D. Concept Note Presentation to USAID Mission Front Office:
Lead the concept note development processes. The specific tasks under this include, attend concept note development meetings, take meeting minutes, synthesize input of the design team members and external stakeholders, revise the draft concept note based on design team consensus, and refine the presentation talking points.
E. Prepare a Program Description/Notice of Funding Opportunity:
Or other relevant contracting or assistance tools (to be decided by USAID/Uganda), with supporting documents, that aligns with the relevant guidance contained in the Automated Directive System (ADS). This may include, but is not limited to:
A comprehensive Program Description including strategic objectives, intermediate results, indicators, key activities, geographical focus, gender integration and sustainability analysis, program management and organization, evaluation criteria, etc. Also: a logical framework that ties the activity to the USAID/Uganda Programming Approach and Results Framework, key personnel requirements, and suggested evaluation criteria.
F. Coordination
Coordinate with the respective points of contact to ensure that the Choice of Instrument Memo, Gender and Social Inclusion Analysis, Sustainability Analysis, Environmental Compliance Analysis are drafted, submitted for review and clearance within the agreed procurement action lead times and to track the approval process.
Qualifications:
Advanced degree in public health, and strong analytical and communication (oral, written and facilitation) skills. The ideal candidate has an employment history that demonstrates extensive writing experience, and an ability to craft information succinctly with a high degree of technical depth.
Experience in the technical design and writing of health (Maternal, Neonatal and Child Health; Family Planning; nutrition, HIV/AIDS, Malaria, health system) programs.
Effective team leadership, coordination and facilitation skills and the ability to work effectively as a member of a multi-disciplinary health sector team.
Strong analytical and communication (oral, written and facilitation) skills
Good knowledge of global key health interventions and trends, with extensive experience designing programs.
Good knowledge of USG health programming and policies in Sub – Saharan Africa.
Experience performing consultancy work with reputable, public and/or donor funded programs and institutions.
Sound computer skills in Word Processing, Excel, Power Point, Google Documents, and other web-based communication.
Good knowledge of USAID internal processes is desirable.

GH-TAMS technical assistance covers a broad range of technical areas and cross-cutting issues such as HIV/AIDS. family planning, MNCH, infectious disease, TB, health finance, reproductive health, organizational development, OVC, project design, facilitation, M&E and strategic planning.
Project assignments are located in Washington D.C. and worldwide in Africa, Asia and elsewhere. Assignments typically range from two weeks to six months in duration.
