DESCRIPTION OF THE ASSIGNMENT
Global objective
The objective of the service is to compile and carryout municipal asset inventory and to prepare asset management plan. The proposed asset management plan will include:
ü The major infrastructure assets in the city.
ü Estimates of the residual cost/worth of an asset; costs/replacement rates.
ü Assessments of the condition of assets.
ü Estimates of the short and medium term demand for infrastructure investments.
ü Estimates of the operations and maintenance costs of existing and new infrastructure.
ü An implementation strategy for the asset management plan.
Specific objectives
The asset management plan covers:
1 Roads
2 Solid waste management equipment (such as trucks) and facilities
3 Urban drainage
4 Sanitation and beautifications, including parks and public areas.
5 Markets
6 Water supply assets
7 Sewerage service assets
8 Abattoirs
9 Firefighting facilities and equipment
The Consultants will prepare an asset management plan for Addis Ababa following the ten-step process that is laid out in the Ministry of Works and Urban Development’s “Urban Infrastructure Asset Management Plan Operational Manual.”
EXPERTS PROFILE
(i) Team Leader / Asset Management Specialist (6 months)
A minimum of advanced degree in relevant field and a minimum of 10 years experience in related assignments
(ii) Civil Engineer (Municipal Engineer) ( 4 months)
A minimum of BSc degree in civil engineering or relevant field and a minimum of 5 years experience in municipal infrastructure provision and management
(iii) Financial Expert (Asset valuation expert) (4 months)
A minimum of MA degree in accounting or relevant field and a minimum of 5years experience in infrastructure asset valuation
(iv) GIS Specialist (2 months)
A minimum of advanced degree in relevant field and a minimum of 5 years experience in related assignments
