Job Description

Description of Position:
The Program Officer serves as a Communication and Knowledge Management Specialist with USAID’s Center for Environment, Energy, and Infrastructure (EEI). They will provide senior leadership through development and implementation of a center-wide communications and knowledge management agenda for energy, infrastructure, and urban development. Previous experience in communications and knowledge management in these fields is preferred. The incumbent will advance key USAID objectives by increasing awareness of USAID programs and achievements through strategic communications and outreach to internal and external audiences, and will enhance USAID’s expertise and knowledge in the energy, infrastructure, and urban sectors. Specifically, the incumbent will support and/or provide leadership in knowledge management, technical assistance, training, and the review, synthesis and dissemination of evidence and best practices to inform program design, monitoring, evaluation and learning in USAID’s energy, infrastructure, and urban programs. The incumbent will directly support EEI’s fulfillment of the Bureau’s mandate to provide technical leadership and field support by building internal capacity through training, knowledge management, and strategic communications.

Qualifications:

  • Must be a U.S. citizen and must be eligible to obtain and maintain a Secret security clearance.
  • You must have one year of specialized experience equivalent to the next lower grade level [FS-04] of this position. Examples of specialized experience include:
  • Independent ability to draft/edit original communication materials related to the energy and infrastructure sector. Demonstrated experience working in the energy and/or infrastructure field.
  • Ability to collect and synthesize technical information for dissemination to a broad audience.

The Energy Team (DDI/EEI/E) collaborates closely with EEI’s urban and infrastructure practices to provide technical leadership for USAID energy programming, including for regional initiatives such as Asia Edge, Power Africa, and Caribbean Clean Energy Initiative, as well as broader Agency priorities such as Clear Choice countering malign Kremlin influence and other congressional and Administration initiatives.
