Job Description

Project HOPE is currently seeking several positions to support an anticipated USAID-funded Health Project in Ethiopia. The purpose of the anticipated Empowered Communities for Better Health (ECBH) Activity is to “empower communities to take ownership and action over their health and nutrition and drive a cycle of accountable and responsive health service delivery” with the ultimate goal to reduce maternal and child deaths, and the burden of infectious disease. These positions are contingent upon award and is anticipated to be a five-year activity.

Chief of Party: The Chief of Party is accountable for the overall vision and leadership of the Activity and is accountable for delivering results. The successful candidate should possess significant experience managing program, financial, and operations of USAID- or other international donor-funded projects. This position will be based in Addis Ababa.

Primary Responsibilities:

· Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.

· Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.

Required Skills:

· Master’s degree in public health, social sciences, infectious disease, nutrition, development studies or a relevant field.

· Minimum of 15 years of progressively responsible experience in international development project management (USAID program management preferred); previous Chief of Party, Deputy Chief of Party, or senior management experience on USAID similar programs.

MERL Director: The MERL Director provides strategic guidance, vision, and management for successful monitoring, evaluation and learning of the program. This individual also supervises MERL staff and ensures the strategic and functional integration of all MERL activities as well as active collaboration with sub-awardees and USAID. The MERL Director oversees all MEL activities, provides technical direction and support, ensures the accurate and compelling reporting of results for program activities, and ensures the program aligns with Project HOPE’s quality standards for MERL in close coordination with Project HOPE’s US-based Global Health Team.

Primary Responsibilities:

· Lead the design and implementation of the project’s MERL system in collaboration with Project HOPE’s Global Health Team to develop key performance indicators, targets, tools, and appropriate MERL responsibilities across the project.

· Develop and disseminate relevant M&E tools, formats and lead the provision of M&E specific technical training

· Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy

Required Skills:

· Master’s degree in any of the following or related fields: social science, international development, public health, monitoring and evaluation, statistics, or economics.

· At least seven (10) years of progressively responsible experience in designing, managing, and implementing results-based MERL activities, with preference given for health programming.

· At least five (5) years of supervisory experience.
