PMCG supports USAID programs globally with in-country surge support to address political, developmental, and reconstruction needs through a five-year Middle East North Africa (MENA) blanket purchase agreement (BPA) to provide administrative, technical, and programmatic staff support services to field-based programs managed by USAID in the MENA region to include Ukraine, Belarus, Moldova, and Afghanistan.

Overview

USAID seeks an A&A Specialist for the USAID Middle East Regional Platform (USAID/MERP). The A&A Specialist will support USAID/MERP contracting actions, as well as provide surge support for USAID operating units in the Middle East and North Africa (MENA) region.

Primary Work Location: Remote with On-Site or In-Country support as needed

Contracting Office (Mission/Other Location): USAID/MERP

Dates required (from/to): February 1 – September 30, 2023

System Access needed: AIDNET, GLAAS, ASIST

Security Clearance Requirements Facilities Access Clearance required

TDY Trips (base period): Two, to Frankfurt, Germany, two weeks each, departing from Washington, DC region

Position Summary

The A&A Specialist will be responsible for all pre-award and post-award functions, such as development of requests for proposals/applications, drafting of documents for the contract review board, preparation of award instruments, modifications to acquisition and assistance actions, claims, change orders, post-award approvals and actions, terminations, audits, and closeout.

Responsibilities

  • Support all aspects of the contract and grant-making process. This includes preparing pre-solicitation documents, solicitations, award documents (all types of contracts, grants, and cooperative agreements), award administration requirements and award closeout. Furthermore, the individual must be able to complete these tasks with only limited guidance or instruction from the Contracting Officer.
  • Responsible for entering appropriate contract and grant information into the client’s assistance planning and financial systems and for maintaining, reconciling, and ensuring the accuracy of contract/grant award information in the relevant award database(s).
  • Review requests for obligation in USAID’s Global Acquisition & Assistance System (GLAAS) for accuracy prior to proceeding with the procurement process; prepare all award files and ensure the package of documents is complete for review and approval by the client’s USAID Contracting/Agreement Officer for award.
  • Responsible for the distribution of contract and grant documents to implementing partners, field missions/offices and other stakeholders.
  • Performs necessary research and prepares all documentation for the termination of contracts for the convenience of the U.S. Government or default by the contractor, as directed.

Qualifications

  • Bachelor’s degree and a minimum of two (2) years of experience interpreting and applying federal acquisition or assistance policies and regulations
  • Must be experienced and be able to independently perform the pre-award functions, such as drafting solicitations and requests for applications and associated documents, instructing and providing expert guidance to technical evaluation committees, performing cost and price analyses, cost realism analysis, conducting negotiations, and preparing award documents and award file documentation for review and signature of the Contracting Officer (CO).
  • Experience providing written communication e.g., note taking, memos, etc., information management in spreadsheets or databases, and supporting a team in an administrative role.
