USDA Food for Progress Monetization and Management Consultant

Position Title: Monetization & Management Consultant

Location: United States, Remote

Unit: Agriculture, Resilience, and Water

Level of Effort: 30 days

Duration: October 15 – December 15, 2021

Reports to: Director, Agriculture and Volunteer Programs

Summary:

Since 1997, Winrock International has implemented 14 programs in 14 countries under the United States Department of Agriculture Food for Progress (FFPr) program. Winrock’s Agriculture, Resilience, and Water team currently manages four FFPr programs, representing nearly $55 million in funding. FFPr projects focus on two keys results, increasing productivity and expanding trade in agricultural commodities. These programs are funded through monetization, or the procurement of agricultural commodities in the United States and donated to the implementing partner to sell for financing the development program. Winrock procures the services of a monetization agent to facilitate this sale.

Essential Responsibilities:

  • Review Winrock’s active Food for Progress cooperative agreements and compare against USAID to identify differences between the management of USAID and USDA programs
  • Review Winrock’s operational and program management processes manuals and make recommendations for strengthening management of USDA programs
  • Survey USDA analysts and FFPr implementers to determine best practices for USDA management and monetization
  • Conduct a market analysis of monetization agents with prior experience working with USDA
  • Review Winrock’s policies and processes for conducting monetizations and expand on existing guides, including documents related to recent monetizations
  • Interview Winrock staff to inform best practices and strategies for conducting monetization
  • Other duties as assigned by manager

Deliverables:

The proposed consultancy will develop two manuals:

  • A supplemental guide outlining key requirements and processes for implementing USDA programs; and
  • A monetization manual codifying the process and Winrock’s requirements for the sale of commodities.

Qualifications:

  • Prior experience with commodity management under USDA Food for Progress programs;
  • Experience liaising with government officials and familiarity USDA management;
  • Strong interpersonal, writing, and oral presentation skills in English.
