Various Positions – USAID/Zambia District Governance Strengthening Program

The International City/County Management Association (ICMA) is seeking candidates for various positions for the anticipated USAID/Zambia District Governance Strengthening program.

Project Goal: The purpose of this program is to help Zambia build up a local system of governance capable of responsive service delivery to drive USAID results and advance Zambian self-reliance. With over 100 years of experience and more than 12,000 local government practitioners at the ready within our membership, ICMA is well-positioned to provide technical expertise and build capacity at the sub-national level.

Responsibilities:

ICMA seeks candidates for various long-term and short-term specialists in one or more of the below areas who meet the minimum qualifications.

  • Local governance and decentralization
  • Performance measurement
  • Public financial management
  • Local service delivery
  • Education
  • Health
  • Municipal finance
  • Civil society strengthening
  • Government accountability
  • Anti-corruption
  • Gender and youth
  • Grants management
  • Monitoring and evaluation
  • Political economy analysis

ICMA strongly encourages local Zambian nationals within the relevant programmatic areas to apply.

Skills and Qualifications:

  • At least 5-15 years of experience in subject area, depending on the position.
  • Advanced degree in related fields.
  • Fluency in English required.
  • Local experience in Zambia is preferred.
  • At least 3 years working for international agencies, with knowledge of and experience with USAID programs.
