Division & Project Overview:

The Contracts and Grants Administration team of experienced personnel includes distinct contracts and pricing expertise. The department is responsible for ensuring URC-CHS’s compliance with all aspects of the procurement processes and grants administration of all applicable regulations and requirements as set forth by the US Government, cooperating countries, partners, and grantees. Additionally, the Contracts and Grants Administration office is responsible for ensuring projections and budget alignment to ensure successful implementation of all URC-CHS’s bids, projects and agreements.

The Vice President for Contracts and Grants Administration reports to the President and is responsible for devising, implementing and administering overall contractual and procurement programs and policies for the company in carrying out the company mission. This will be accomplished by working with the President and the Officers of the company to establish long-range contractual and procurement goals, strategies, plans and policies. Critical to success is the incumbent’s ability to partner with Programmatic and Operational Divisions, and to translate their specific business needs into compliant, forward-thinking contracts, grants and procurement arrangements, solutions and outcomes.

The successful incumbent must engage key domestic and international staff to provide technical and managerial oversight in support of the continued achievement of our business and projects. In both technical and managerial abilities, the incumbent must carry a forward-looking approach in step with the continuing evolution of the professional government services organization, and consistent with our core values.

Roles and Responsibilities:

The Vice President of Contracts and Grants will supervise the contracts unit and have responsibility for negotiation, administration, and termination of prime contracts, subcontracts, and cooperative agreements. This position works closely with the senior officers, program managers, and the Program Development unit. Responsibilities include but are not confined to the following:

  • Develop and review documents such as teaming and partnering agreements, hold harmless agreements, non-disclosure agreements, leases as well other policies and procedures in connection with the contract administration function.
  • Review RFA and RFP bid solicitations and oversee and/or prepare cost proposals with supporting data for conformity with government agency and company policies.
  • Manage contracts, subcontracts and cooperative agreements so approvals, extensions, modifications, supplemental funding requests, key personnel notifications, close-outs and other actions are handled promptly.
  • Ensure operating divisions’ compliance with appropriate regulations including Federal Acquisition (FAR) and the Agency for International Development Acquisition Regulation (AIDAR), commercial laws, regulations and other applicable guidelines.
  • Manage contracts managerial and professional exempt staff by recruiting, supervising, mentoring and providing career development and training opportunities.
  • Coordinate with corporate officers and program managers on financial and administrative matters that impact on contracts and grants.

Minimum Qualifications:

Required Experience & Qualifications

  • BS in Accounting, Finance or Management and/or Government Grant/Contract Certification
  • Extensive current knowledge of the Federal Acquisition Regulations (FAR) and other bodies of law affecting government contracts, Service Contract Act (SCA), and GAAP.
  • Minimum of 10 years in a leadership contracts role in a federal contracting environment with a government services company.
  • International experience in developing country settings.
  • Candidates must be skilled in analyzing contracts for compliance, and have expertise in dealing with non-routine and complex projects.
  • Hands-on experience in proposal budgeting and costing.
  • Strong writing skills.
  • Technical software skills and experience; advanced MS suite, including Excel and Word.
  • Exceptional working, organization, managerial, interpersonal and communication habits.
  • Negotiation and administration experience with regulatory agencies and government clients, specifically USAID.

Desired Experience & Qualifications

  • M.B.A. or JD preferred.
  • Experience applying the Agency for International Development Acquisition Regulation (AIDAR).
  • Additional industry-related managerial experience highly desired.
