The Vice President (VP) for Program Impact and Quality Assurance (PIQA) is responsible for managing a large team of technical experts providing support and quality analysis to CRS’ worldwide projects. Leading a team of innovators, sectoral experts and analysts and providing technical leadership to an auxiliary network of regional and CP advisors, the VP supports state-of-the-art programming standards, data collection, and research and innovation capabilities to enhance performance, growth, learning and influence.
The VP champions quality programming and learning and knowledge management, and enables rigorous, evidence-based decisions regarding programming practices, learning and policy influence strategies. Driving consistent, high quality programming at scale, strong research and analysis, the VP strengthens CRS’ capacity and credibility with local partners, institutional donors, corporations, and universities across the globe.
The VP is expected to closely track international development trends, approaches and tools and is expected to network with peers in other NGOs and similar organizations to gain insight into trends and best practices.
The VP manages a large team of approximately 60 people, and is responsible for all aspects of recruiting, managing, motivating, and developing an effective and efficient team, as well as managing the Division-level budget.
The VP is part of the agency’s Executive Advisory Council (EAC) and the Overseas Operations Leadership Team (OOLT) contributing to the vision, strategy and direction of OverOps and the broader agency.
Qualifications:
* Masters’ degree in International Development or a relevant field
* Proven extensive knowledge of international development concepts and programs and related contemporary issues in humanitarian response, as well as the evolving ecosystem of donors and stakeholders
* 15 or more years management experience in complex development and relief programs in developing countries
* Strong human resource skills including supervision, mentoring, performance management and staff development
* Experience developing and managing multiple complex budgets
* Familiarity with social development function of the Catholic Church including a baseline knowledge of Catholic social teaching, as well as the history, structures, and institutions of the Catholic Church
* Strong leader of people with well-developed teambuilding and influencing skills, unquestioned integrity, and the experience, confidence and stature to effectively address management challenges
* Experience in collaborative leadership, staff management, and project management across an agency
* An innovative thinker, with a track record for translating strategic thinking into action plans and output
* Excellent judgment and creative problem-solving skills, including negotiation and conflict resolution skills
* Stature, gravitas, and confidence to gain the credibility and respect of peers
* An excellent and persuasive communicator
* Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams
* Proficiency with use of MS office, particularly Word, Excel, Power Point and Outlook
* Experience engaging effectively with USAID, host-county governments and counterparts, international agencies and other key stakeholders
* Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking team environment
* Positive in outlook, unpretentious, and smart; a problem solver who seeks to find constructive solutions within compliance and policy requirements
* Existing authorization to work in the US
* Ability and willingness to travel internationally (approx. 25% of time)
* Excellent English language oral and written communication skills required, along with strong public relations skills; Fluency in French preferred
