As part of CARE’s priority to enhance quality programming in its humanitarian preparedness and response globally, we are prioritizing locally led humanitarian response utilizing market-based approaches, development and implementation of market-based interventions in humanitarian contexts including guidance to markets assessments and use of cash and voucher assistance (CVA). Market-based approaches that increase women’s economic empowerment and autonomy, including village savings and loan associations (VSLAs) and cash assistance, have been shown to dramatically boost the ability of women and their families to prepare for, react to and recover from crises.
The VSLAiE Technical Advisor (TA) position is responsible for convening CARE USA’s strategic discussions around the intersection of cash and VSLA programming as well as enable regional and country office operational readiness to assess, analyze, design and implement humanitarian strategies and response. The TA will explore opportunities to integrate the implementation of VSLAs in connection with CVA into current and new humanitarian response programs, initially focusing on 2-3 pilot countries in the MENA region. The position will coordinate with Humanitarian and VSLA Scaling team members and country office staff to provide guidance on the integration of VSLA and CVA approaches in humanitarian response programs and capture best practices to develop guidance on scaling these approaches and potentially other market-based approaches in humanitarian contexts. The TA may need to take an active role in supporting regional or country-based technical coordination, support and advocacy with country offices, Cash working groups and other stakeholders and technical agencies relevant to the sector. The position will also be expected to work closely across CARE USA departments (e.g. PPL, Innovation, IPO, HT) to ensure the work is connected to broader organizational goals and takes into consideration the humanitarian – development nexus.

Qualifications
CARE is an international NGO with local staff and community partners in more than 90 countries. We create local solutions to poverty and inequality and we seek dignity for everyone every day and during times of crisis. These solutions have a broad range, from clean water to access to education; from microfinance to ensuring that everyone has nutritious food; from agriculture and climate change to disaster response. CARE puts women and girls at the center of everything we do because they have proven to be the best hope for creating lasting change in the world. Our staff live where they work, which makes us effective at understanding the challenges they face. We’ve been doing this for over 70 years, since World War II. It started with the world’s first CARE Package® of food for the post-war hungry in Europe. Our work today is as important as ever, we believe that poverty and inequality are historic injustices that we can end within a generation, for good. If you share our core beliefs: poverty is an injustice; poverty is solvable; and together, we have the power to end it, join us.
