SUMMARY


The WASH Coordinator / CLTS Specialist will be responsible for the coordination, planning, implementation, monitoring and evaluation of the Urban and Rural Environmental Sanitation and Hygiene component of IMC’s partnership with UNICEF in Yemen. Technical support will be provided by IMC HQ WASH staff, day-to-day to technical collaboration will be with UNICEF (objectives will be agreed together), and management support will come from IMC. The WASH Coordinator / CLTS Specialist is also expected to support limited WASH activities (rehabilitation of, for example, health facility water and sanitation infrastructure) in other IMC grants, and support the proposal development and reporting process in WASH for these grants.


Owing to the large gap in sanitation and hygiene in Yemen, IMC and UNICEF together seek to put into practice innovative approaches to accelerate improvements in environmental sanitation and hygiene, including Community-Led Total Sanitation (CLTS). CLTS was first introduced in Yemen in 2007. However, it has not been introduced widely – particularly to rural communities - until the last few years. Since the introduction of CLTS worldwide in 2008, significant improvements have been made in mobilizing households to end open defecation and construct basic sanitation facilities. A therefore proven methodology is in the process of being introduced into the complex environment of Yemen. The scope of the sanitation and hygiene related challenges in Yemen require extensive coordination and adoption of cost-effective and scalable practices. Thus, it is critical to provide support to all implicated parties in coordination, planning, implementation, monitoring and evaluation of CLTS. This is a field based post (60%) and requires extensive travel around Yemen.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


Working in collaboration with the UNICEF WASH Section and the IMC programme team, the WASH Coordinator/CLTS specialist will be responsible for the planning, implementation, coordination, monitoring and evaluation of the WASH component, with a special focus on Environmental Sanitation and Hygiene (ESHE):
1. Designs and prepares CLTS activities in Yemen. Provides support on implementation, monitoring and evaluation of CLTS related activities across Yemen.
2. Supports local partners in the implementation of the CLTS project. Provides technical support on the design and implementation of IMC’s WASH activities across field sites in Taiz and Lahj complemented by developing work plans and budget management for IMC Yemen’s WASH interventions in Taiz and Lahj, not only with UNICEF but across a range of donors.
3. Reviews the assessment data, bill of quantities, bid analysis, contractor contracts, and overall rehabilitation plans and supervision of works for community based water supply schemes to be linked to CLTS triggered villages.
4. Initiates and leads surveys to be conducted in the program areas, especially KAP surveys.
5. Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action where necessary to meet project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.
6. Participates in inter-sectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
7. Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews. Proposes and/or undertakes action on operational procedures affecting project management and implementation.
8. Meets with national and international agencies, covering the management, implementation, and M&E and review of ESHE projects. Participates in meetings with ministries responsible for Environmental Sanitation, Hygiene and Water Quality review, and follows up on implementation of recommendations and agreements.
9. Provides regular reports to IMC Management and the UNICEF Head of WASH including brief monthly Activity Reports detailing activities undertaken and results achieved, and with a brief work plan for the subsequent month including field monitoring.
10. Is a core member of the IMC team - participates in internal IMC meetings, supports programme development / reporting, meets IMC internal deadlines, etc.
11. Work in extremely close collaboration with the UNICEF Project Manager linking the CLTS activities to developmental Nutrition activities.
Staff Management, Mentorship, and Development
• Supervises a small team of WASH / CLTS staff across 3 project sites in Yemen, but primarily in Taiz
• Assists in the hiring and development of qualified technical program staff and defines each staff members’ performance objectives
• Provides leadership and technical support as needed, and evaluates direct reports regularly
Training/ Capacity Building
• Determine training needs for subordinate WASH staff, and propose identified training opportunities to Country Director for selected field staff
• Regularly disseminate technical resources from HQ, and ensure timely feedback to field staff on relevant national developments from WASH
• Ensure that lessons learnt exercises are carried out as part of each project, and feed results back to Global WASH Advisor


Programme Funding


• With the team, identify funding opportunities and contribute to the design of new programme concepts and support of International Medical Corps programme development team
Reporting
• Facilitates and assures accurate and well-documented WASH / CLTS reporting internally within International Medical Corps and to donors
• Assures that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations
Collaboration, Representation and Outreach
• Establish, maintain, and improve active and regular working relationships with the Ministry of Health, donor bodies, UN agencies (including the WASH Cluster and the UNICEF WASH Team), other NGOs and local authorities
Emergency Response
• Being deployed for emergency response as directed by the Country Director, carry out needs assessments and support the ERT to develop a strategic, complementary WASH response
Security
• Collaborate with security focal person, Head of Office and Country Director in order to maintain security of WASH staff in the field
• Ensures application and compliance of security protocols and policies by all WASH staff
Qualifications:
• Advance university degree in Environmental Health, Public Health, Water, Sanitation and Hygiene or other related discipline.
• Five or more years of experience in the field of Environmental Sanitation, Water and Hygiene; Extensive knowledge and practical experience of the CLTS approach and in Hygiene Promotion as well as linkages between public health and WASH of relevant experience or equivalent combination of education and experience.
• Extensive knowledge of current developments and research in the area of WASH with a focus on Environmental Sanitation
• Practical experience in WASH related emergency preparedness/response and resilience focussed Disaster Risk Reduction interventions
• Proven ability to coordinate programmatic issues and work effectively to deliver high-quality results within expected time frames
• Ability to organize and effectively facilitate group discussions and processes, and guide them to constructive and positive outcomes and conclusions
• Ability to facilitate training, technical working groups, document results, and maintain momentum through effective documentation, communication, and dissemination
