The Water, Sanitation & Hygiene (WASH) Project Manager – Bekaa will provide overall management of the Water, Sanitation, & Hygiene (WASH) project and to ensure project deliverables are met. Provide supervision, technical assistance to local staff. The project manager will lead the implementation of the WASH activities, including constructing and rehabilitating water supply and sanitation systems and promoting good hygiene practices to Internally Displaced Persons (IDPs) and host communities within Lebanon. Liaise between the project’s stakeholders and its beneficiaries.

KEY RESPONSIBILITIES:

Coordination and Project Management:

  • Manage the day-to-day implementation of the WASH project according to the approved objectives and plan of actions.
  • Monitor and evaluate budgeted and actual expenditure with the related Finance staff.
  • Work with the WASH Expert to plan, implement and manage the WASH project.
  • Liaise and meet with donors and other WASH stakeholders for purposes of networking, information sharing and to nurture partnerships.
  • Ensure coordination of activities with World Visions Child Protection, Finance, Health, Logistics and Security members and teams.
  • Ensure that gender and protection are mainstreamed in all activities and within the community.
  • Ensure timely ordering, purchase and transportation of goods to the project, through coordination with the World Vision Lebanon (WVL) Procurement Team.
  • Ensure that monthly progress reports are submitted as per the donor’s requirements.

Project Implementation:

  • Ensure that assessment of needs and resources is done in order to provide information that assist in project design and implementation.
  • Participate in the design and lead implementation of water storage, treatment and distribution systems for drinking and other uses.
  • Lead the implementation of household and communal sanitation systems which includes connections to sewerage network, septic tank designs, maintenance of drainage network and vector control.
  • Oversee the development of hygiene promotion materials for staff training and Refugee information, in conjunction with WVL health team and WASH Specialist.
  • Ensure that the condition of water tanks and pumps, generators, pipe networks and drainage systems is assessed periodically and that a maintenance system is set up and repairs are done as needed.
  • Oversee the preparation of technical drawings and Bill of Quantities (BoQ) specifications for water and Sanitation infrastructure in coordination with the related engineer.
  • Ensure timely development, negotiation, and management of contracts with service providers (including preparing tender documentation and evaluating capacity and quality of contractors), with support of the WVL Procurement Team.
  • Supervise contractors to ensure they are providing quality work as per the contract terms.
  • Represent World Vision at relevant interagency coordination and donor meetings on WASH.

Capacity Building/Training:

  • Work with WASH specialist to assess and implement appropriate training programs to equip and upgrade knowledge and skills of WASH and other project staff.
  • Mentor and train WASH staff.

Security Management Responsibilities:

  • Responsible of the day-to-day security management of all staff and assets.
  • Abide by the security procedures and policies and report any breaches.
  • Participate in personal safety training as required.

Other Duties:

  • Attend and participate in capacity building training locally and internationally as appropriate and necessary and based on funding availability.
  • Attend and participate in WVL’s spiritual nurture events and other organizational events.
  • Perform other relevant tasks as assigned.


KNOWLEDGE, SKILLS & ABILITIES:

Required:

  • University degree in a development-related field or engineering related field.
  • Strong English and Arabic communication skills (oral and written).
  • Ability to travel across the country regularly for training, assessment, regular monitoring and evaluation.
  • A high level of diplomacy and networking skills is required.
  • Strong capacity building and facilitation skills.
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability to manage work life and work without supervision.
  • Ability to work in and contribute to team building environment.
  • Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office).
  • Understanding of internet and email.
  • Experience in managing staff, partners and facilitating capacity building.
  • A full commitment to World Vision’s core values and mission statement.
  • Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policies.
  • Full adherence to security protocols.
  • Relevant Experience in relief project implementation.
  • Experience in project cycle management.
  • Has project and team management experience.
  • 5 years experience in local community and within an NGO context.

Preferred:

  • Has strong knowledge of core principles of Children RightsParticipation, Do No Harm as well as Children in Emergencies minimum standards.
  • Has strong knowledge about NFIs and Wash distribution.
  • Good understanding of sphere relief standards.
