Job Description

Background

Under the guidance and direct supervision of the ICT Specialist, the Webmaster provides support in the maintenance of up-to-date web site for UNDP, UNCT and UNDSS Offices in Nigeria. The incumbent in consultation with the ICT Specialist and UNDSS Security Advisor is responsible to provide relevant content on the Web site and develop and maintain Web-based applications. The webmaster is responsible for general management of the development and production web servers, as well as the conception, design, development, documentation and implementation of Internet-based applications to support business operations. The Web master promotes a client-oriented approach.

The Web Master works in close collaboration with the ICT, operations, program and project teams in the CO, UNCT, UNDSS and UNDP HQs staff for resolving complex web related issues.

Duties and Responsibilities

Summary of Key Functions: * Designing and creating web-based applications * Ensuring functionality, navigability, usability, and accessibility of UNDP Nigeria and UNDSS websites * Effective functioning of UNDP Nigeria, UNCT and UNDSS Public and Intranet web sites * Provision of web management services * Provision of Helpdesk and administrative support to users in website administration and management including content updating * Facilitation of knowledge building and knowledge sharing

Designs and maintains the websites, ensuring the continual correctness, completeness, and timeliness of information on the sites.

  • Designs and creates web-based applications using MySQL, PostNuke, Apache and PHP as well as Microsoft tools & technologies: IIS, ASP, MTS, Index Server, JavaScript/VBScript, Visual Interdev.
  • Installing, configuring, maintaining, tuning, analyzing and optimizing websites in the UNIX and NT environments.

Ensures, navigability, usability, and accessibility of UNDP Nigeria, UNCT and UNDSS websites:

  • Compliance with corporate templates, technology standards, guidelines and procedures for the CO Website.
  • Elaboration of internal policies and procedures on the use of Websites including confidentiality where appropriate.
  • Develops procedures for web committee and general production procedures
  • Champions the effective use of Internet and Intranet communication tools to enhance communication between staff and with the public at large.

Provides web management services focusing on achievement of the following results:

  • Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems).
  • Creation and maintenance of the CO and UNDSS web site and intranet ensuring that the content is updated and meets the requirements of UNDP Nigeria, UNCT and UNDSS.

Provides Helpdesk and administrative support focusing on achievement of the following results:

  • Securing the Website and Servers.
  • Maintains and reports web usage and access statistics/Generating Log Reports
  • Troubleshoots technical problems with the websites
  • Assists other IT staff with internet/intranet server management and administration
  • Works with web representatives and their departments to translate content to standard
  • Prepares User & Technical Documentation

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organization of trainings for the operations/ projects staff on web related issues.
  • Maintenance of staff training profiles.
  • Synthesis of lessons learned and best practices in website design, maintenance and administration.
  • Sound contributions to knowledge networks and communities of practice.
  • Monitor industry trends, technologies, and standards and be able to research, recommend, and apply new web technologies as they emerge.
Impact of Results: * The key results have an impact on the overall efficiency of the Country Office, UNCT and UNDSS including improved business results and client services.

Required Skills and Experience

Education: * Completion of secondary school with a First University Degree, preferably in Computer Science and advantage with relevant certifications in hardware and software management and application, Microsoft Certified Professional (MCP) required. Experience: * 3 to 5 years of working experience in web design, administration and use of hardware/software, telecommunications facilities, Knowledge of GIS mapping, knowledge of database packages, experience in web design.
