Project Overview and Role:

Primary Duties and Responsibilities:

The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Government’s Stabilisation Unit (SU) with stabilisation support.

The Stabilisation Unit (SU) is the Government’s centre of expertise on conflict resolution and stabilisation. Set up to respond to the complex challenges of fragile and conflict afflicted states, it is a uniquely integrated civil-military operational unit, designed to deploy and operate in high threat environments.

We are looking for a Welfare Management Officer who will be responsible for overseeing welfare management for Foreign, Commonwealth Development Office’s (FCDO’s) Fixed Term Contractors and serving UK Police Officers deployed overseas by the Stabilisation Unit.


The role is a 6 month consultancy contract.


The postholder will lead on developing and implementing a structured welfare engagement programme with contractors, ensuring that issues raised through the check-in process are actively managed, consulting relevant HR and welfare experts where necessary. It will lead on welfare policy issues and take steps to ensure each deployment and host platform has an effective welfare management feedback mechanism to the SU in place.

Responsibilities:

  • Engaging with contractors on discuss performance and welfare matters and monitoring personal resilience and wellbeing towards the end of deployment.
  • Develop and enhance working relationships with key stakeholders, including but not limited to: FCDO HR and Health and Welfare; and other multilateral organisations and their corresponding HR Departments, along with the Employee Assistance Programme.
  • Design and implement a structured programme for welfare engagement based on continuous engagement with contractors.
  • Design and implement a process for reviewing welfare considerations as part of the SU recruitment phase, ensuring that a deployees’ experience and deployment history is taken account of when considering deployment location and tour length.
  • Support the orientation and induction briefing programme for deployments.
  • Build up expertise in advising on scenarios such as operating in dangerous and complex environments, exposure to hardship in others, restrictions on personal freedom of movement, and stressful roles involving long hours and working with other nationalities.
  • There may be occasions when the post holder needs to deploy overseas for a short period to discuss welfare issues in person with deployees.



Required Qualifications: Essential Skills/Experience:

  • Excellent people skills, able to have difficult conversations and ability build rapport.
  • Ability to build effective working relationships and deal with sensitive personal information in a professional and ethical manner.
  • Experience of HR (an understanding of how welfare fits into employment law/employee relations issues) and welfare management is essential.
  • Experience of or trained in Trauma Risk Management (TRiM), or willingness to undergo the TRiM course.
  • Experience of working overseas.
  • Experience of working in HMG and/or with multilateral organisations.
  • Programme Management experience is desirable, or the ability to demonstrate exceptional organisational skills and experience of tracking multiple lines of activity to deliver results.
  • Experience of counselling and mentoring is desirable.
